NASA/GRC plans to issue a Request for Quotation (RFQ) for the installation, operation and analysis of data that is required for a for a multi-band radar assessment for remote detection of inflight icing conditions. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from the University of Massachusetts, Amherst. All organizations with remote weather sensing capability were examined and none except UMass were either capable or willing to participate in the field test. The acquisition will be conducted under the authority of 6.302-1, ONLY ONE RESPONSIBLE SOURCE AND NO OTHER SSUPPLIES OR SERVICES WILL SATISFY AGENCY REQUIREMENTS. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 11, 2000. Such capabilities/qualifications willbe evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
