Environmental Protection Agency (U.S. EPA) intends to award a firm
fixed price purchase order using the Simplified Acquisition Procedures
of Federal Acquisition Regulation (FAR) Part 13. This is a synopsis
(RFQ-DC-00-00051) for services in accordance with the format in FAR
Subpart 13.1, as supplemented with additional information included in
this notice and the RFQ. STATEMENT OF WORK: SCOPE -- The contractor
shall provide support to the U.S. EPA in development of a percutaneous
absorption database. Data will be extracted from dermal absorption
studies for specific pesticides and combined with chemical
characteristics information from the technical literature. This
database will be used to investigate fundamental relationships that
might exist to permit calculation of scientifically acceptable
approximations of the dose related flux of chemicals not yet tested.
The OPP Technical Contact will supply the contractor with the list of
chemicals for this project. The project duration is approximately six
months from the date of award. (The complete Statement of Work (SOW) is
available upon request.) QUOTATION SUBMISSION INSTRUCTIONS: (1)
Contractors shall provide a written proposal that addresses each task
described in the SOW, a schedule of deliverables and a budget. As a
guideline, proposals (not including resumes) should be fewer than 10
pages, however, contractors shall not be penalized for exceeding 10
pages; (2) Contractors shall include a budget that documents that
projected expenditures by task clearly displaying wage rates, labor
hours, Other Direct Costs, and any anticipated travel expenditures. For
