SMALL BUSINESSES: NOTE REQUIREMENT FOR CAPABILITIES STATEMENT. The
Environmental Protection Agency is performing a "market search" for
small business contractors to provide technical support for the office
of Radiation and Indoor Air (ORIA). Contractor support is required for
the development of guidance and traditional rulemaking activities
related to accomplishing the Office of Radiation and Indoor Air's
mission and meeting program goals in the area of Radiation Protection.
A DRAFT Statement of Work of this requirement can be found on the EPA
website at http://www.epa.gov/oam/rtp_cmd/. Any offeror interested in
this requirement must demonstrate the firm's ability to successful
perform the requirement of the the Statement of Work. The firms should
focus on such factors as sound technical approach, sound technical
results, choice of subcontractors/consultants, attention to detail,
presentation format, effective administrative information gathering
techniques, and sharing within the management process;and demonstrate
the magnitude and breadth of capabilities/experience of the personnel
and subcontractor/consultant resources that your company will employ to
accomplish work under this requirement, including detailed resume for
all personnel to include: education, employment history, relevant
background, experience as related to requirement, percentage of
availability for contract, professional level labor category, and
specific responsibility related to the requirement. Additionally,
interested offerors should demonstrate their capability to ensure
deliverable product quality and to plan, develop, implement, manage,
and assess the effectiveness of quality control and quality assurance
plans and operations. EPA reserves the right to set this action aside
for small businesses. The applicable SIC Code is 8999 with a size
standard of $5 million in average annual receipts over the preceding
three years. ALL INTERESTED SMALL BUSINESSES SHOULD FURNISH STATEMENTS
REFERENCING THEIR CAPABILITIES NO LATER THAN FEBRUARY 14, 2000. It is
anticipated that a cost plus fixed fee/level-of-effort/work assignment
type contract will result from the award of this solicitation. The
Government anticipates award of a total level-of-effort of 93,000
direct labor hours consisting of 31,000 labor hours for the first
twelve-month period, and 31,000 hours for each subsequent period for a
total of three years. In addition, the contract will allow for 39,000
optional labor hours. This includes 13,000 for the base year and each
subsequent option period. It is anticipated that this solicitation
will be issued on or around 3/01/00 and that proposals will be due
approximately 4/01/00. This notice will be amended to indicate whether
this action will be set-aside for small businesses or be processed
under full and open competition. Interested parties may obtain a copy
of the solicitation by submitting a written request. Telephone and FAX
requests will not be honored. Firms must identify their size status
when requesting a copy of the solicitation. Firms who fail to do so
shall be considered to be large businesses. All responsible sources may
submit a proposal which will be considered by the Agency. The
Government does not intend to acquire a commercial item using Part
