contracting for vegetation maintenance services for the Citizens
Congressional Task Force on the New River (Task Force). The work to be
performed under this solicitation consists of installing and
maintaining emergent plants on planting beds within constructed open
ponds for a performance period not to exceed 36 months. This includes
monitoring newly installed bulrush sedge and wire rush and performing
necessary tasks to maintain biological health and diversity of emergent
species on planting beds. Maintenance activities will include
nonchemical removal of invasive plant species from planting beds,
replacing target emergent plant species which have been degraded,
enhancing planting beds to maintain desired species diversity, and
performing general cleanup of flotsam. Additional tasks will include
monthly reports assessing potential wetlands vegetation problems and
providing recommendations for corrective actions to the Task Force. The
services will be performed at sites that total 8 acres of planting beds
in an area along the New River near Brawley, California, in Imperial
County. The source water for the sites is agricultural drain water and
the New River. The New River is known to contain contaminants such as
human coliform, industrial wastes, and agricultural chemicals.
Contractors must hold a current C-27 license from the California State
Contractors Board and have experience in environmental design and
riparian/wetland revegetation on public lands. Acquisition of the
preceding services will be pursuant to Federal Acquisition Regulations
subpart 13.5, Test Program for Certain Commercial Items. The estimated
issuance date of the solicitation is February 22, 2000. The estimated
date for receipt of quotes is March 13, 2000. This acquisition is a
Total Small Business Set-Aside. For this acquisition the standard
industrial classification code is 0782 and the small business size
standard is $5 million. Solicitation copies can be viewed without
