SOURCES SOURGHT SYNOPSIS. THERE IS NO SOLICITATION AVAILABLE AT THIS
TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This
SOURCES SOUGHT synopsis is in support of a market survey being
conducted by the Air Force to determine the existence of potential
sources capable of providing LOGISTICS SUPPORT OF EIGHTEEN (18) TOWER
RESTORAL VEHICLES (TRVS) FOR FIVE (5) YEARS (ONE BASE YEAR AND FOUR ONE
(1) -- YEAR OPTIONS). The TRV (Air Force #MSN-7) is designed for mobile
land based operations, is air transportable, and is intended to provide
rapid setup capability for support of air operations. The TRV is
self-contained in two high mobility multi-purpose wheeled vehicles
(HMMWV). The TRV contains an air traffic control central facility in an
environmentally controlled extendable roof shelter. An Annual Service
Agreement (ASA) will not be required on either the vehicles or
generators; generators and vehicles will be maintained by the Air
Force. The Government plans to furnish the initial spare parts
inventory to be maintained by the contractor. Interested firms should
respond with a qualification package indicating their specific support
capabilities for the following: 1) Provide logistics support beginning
15 November 2000. 2) Have prior mobile air traffic control and tactical
radio and telephone communications experience. 3) Perform the supply
and support functions on Air Force TRV equipment. 4) Provide TRV
on-call technical support for fault isolation diagnostics, and
supply/support as necessary. 5) Prescreen incoming failed TRV items to
analyze defective, failed or damaged components and test and verify
failure in accordance with approved acceptance test procedures. 6)
Repair and maintain TRV hardware/software. 7) Maintain TRV
hardware/software configuration control and a spare parts inventory and
records of the supply/support actions. 8) Provide USAF supply/support
documentation (AFTO Form 350, Repairable Item Processing Tag and DD
Form 1149, Requisition and Invoice/Shipping Document). 9) Expedite
replenishment for critical failure items on operationally deployed TRV
systems at austere locations and be able to respond to service calls
on a 24 -hour basis. 10) Transition supply/support to Government
designated facility or another contractor. 11) Provide data in support
of the above activities. THERE IS NO SOLICITATION AVAILABLE AT THIS
TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any
information submitted by respondents to this synopsis is strictly
voluntary. The Government will not pay for any information that is
submitted in response to this SOURCES SOUGHT request. This synopsis
request is in support of a market survey to determine the existence of
potential sources only. All interested firms are requested to submit
their statement of qualifications, along with any supporting
documentation to ESC/GAK, 75 Vandenberg Drive, Hanscom AFB, MA
01731-2103, Attn.: Mr. David H. Hawkins, Contracting Officer. Responses
should be received not later than 30 days after the date of this
publication, and should not exceed ten (10) pages. This synopsis
neither constitutes a Request for Proposal, nor does it restrict the
Government as to the ultimate acquisition approach, and should not be
construed as a commitment by the Government for any purpose. An
Acquisition Ombudsman, Colonel Steven H. Sheldon, Director, Commander's
Staff, has been appointed to hear concerns from offerors or potential
offerors during proposal development. You should only contact the
Ombudsman with issues or problems you cannot satisfactorily resolve
with the program manager and/or contracting officer. The Ombudsman role
is to hear concerns, issues, and recommendations and communicate these
to the appropriate government personnel. The Ombudsman will maintain
strict confidentiality if desired. The Ombudsman does not evaluate
