The Fleet and Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to acquire on a sole source basis pursuant to FAR 6.302-1, for Space and Naval Warfare Systems Center San Diego C4I Programs Office, Philadelphia, engineering and technical services in support of the Imagery Support Services. The requirement is to support U.S. Aircraft Carriers, aircraft, and other vessels, as well as various shore sites. The services are for the support of installed systems, including installation and checkout of the systems and related equipment. These systems include Digital Photo Lab (DPL), Tactical Aircraft Reconnaissance Pod System (Digital Imagery) (TARPS (DI)), Fast Tactical Imagery (FTI), Digital Camera Receiving Station (DCRS), Portable Digital Camera Receiving Station (P-DCRS), Organic Digital Imagery Now (ODIN), and other command control, intelligence, mission planning, and imagery processing systems. Some of the systems listed above utilize cryptographic equipment, computer controlled message distribution and exchange systems, secure and non-secure voice systems, modems, multiplexers, patch panels, power supplies and related equipment, components and systems. These are located on U.S. Naval Vessels, U.S. Naval Ground stations, and at associated activities. Radio Frequency (RF) Systems are composed of radio transmitters, receivers, and antennas, and the supporting patch and test facilities, powers supplies and related equipment, dummy loads, matrixes and associated coaxial, power, control, and signal cable distribution systems. Integrated Communications Systems are composed of various equipment which provide point-to-point, point-to-multi point, or conferenced, voice, alarm, or data modes at any frequency on ships, airplanes, ground vehicles, or shore facilities. Services shall include any services that relate to any phase of associated work. In addition, the services will cover systems maintenance, repair and trouble shooting of project related equipment. This contract covers the Government'sminimum needs. Security Clearances are required. The level of effort for the requirement is estimated to be 20,350 hours per year for the base year and 20,350 hours per year for each of the four option years, for a total of 101,750 hours. The Government intends to procure these services on a sole source basis with Signal Corporation, as they are the only known source with the requisite technical data, expertise and knowledge necessary to provide the required support services.
