M -- OPERATION OF GOVERNMENT OWNED FACILITIES SOL DAAE07-00-V-S001 POC Vanita Sims (810) 574-7047 In accordance with OMB Circular A-76 Commercial Activities a comparison study of a portion of the Community Activities Services provided to support the U.S. Army Garrison-Selfridge (USAG-S) in delivering quality community activities services to the residents and patrons of Selfridge Air National Guard (SANG) base. The community activity functions include the Recreation Branch that is comprised of the Arts and Craft Center (Photo Shop and Frame Shop), Library and Auto-craft Shop activities. The Marketing area is also included in this study. Additional services include a Marketing area. The Recreation Branch's mission is to provide recreational and leisure time pursuits in the areas of Auto Craft, Arts and Crafts, and Library services. Below is a brief description of each area under this study (this is not meant to be all-inclusive): Recreation Manager: This function requires management and support capability for the employees listed below. Additional duties includes, plans, organizes, and directs comprehensive public and voluntary recreation programs at recreation building, indoor center, playground, playfield, or day camp. Studies, analyzes and forecasts recreational needs and resources. Oversees and assigns duties to staff. Interprets recreation programs and their philosophy to individuals and groups through personal participation and staff assignments. Programs construction, Schedules maintenance and use of facilities. The following services are within the recreation branch. (a) The Arts and Crafts function provides authorized patrons services such as a photocraft center and frame shop. These services include "do it yourself" activities, instructional courses, as well as fee-for service; (b)The Library offers current, retrospective, and authoritative multi-media materials in all subject fields. Research and reference services are also available both manually and electronically. A full range of public services is offered to include interlibrary loan and summer programming for children; (c) The Auto Craftshop provides a self-service facility for authorized patrons to perform basic "do it yourself" automobile repair and maintenance. This facility is equipped with 14 bays, seven lifts, and a trained staff to assist with a variety of projects from oil changes to rebuilding engines. The Marketing representative must provide management marketing and publicity program that will encourage community participation of new or continuing programs. This person shall also serve as the point of contact for actions relating to Morale, Welfare, and Recreation. The PA shall act as event liaison for all MWR-sponsored community events as well as assist individual program managers with development, coordination, execution, and after-reaction review of special and on-going programming. This notice does not constitute a commitment by the Government. The A-76 Study will determine whether these services should be performed under a contract with commercial sources or with the Federal workforce. The resultant contract, if any, will befirm fixed price for one base year with the possibility of 4 option years. This is will be issued on an unrestricted basis.
