This solicitation/synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited. NASA, Kennedy Space Center is hereby soliciting information from potential sources. This Request for Information (RFI) seeks comments/statements of interest in this procurement. The Government is requesting information pertaining to industry's approach to assuming total facility maintenance and liability, definition and approach to payload hosting, and off site contractor host operation. At present there are several NASA unique government facilities at KSC, Florida, CCAS, Florida and NASA VAFB, California dedicated to the processing of payloads. A significant portion of these facilities are located at the Cape Canaveral Spaceport, a term referring to NASA/KSC and the Air Force 45 SW working together with external customers. Facilities excluded are the Space Station Processing Facility, Operation & Checkout Building, Vertical Processing Facility, Radiological Thermonuclear Generator Facility, Canister Rotation Facility and the new SLF Hanger. It is contemplated that the contract requirements will include hosting of payloads for processing and operation & maintenance of included facilities. The identified facilities will be turned over to a hosting contractor for processing of defined government payloads with authorization for the use of these facilities to process non-government payloads, for financial consideration to offset NASA's operational costs. The host contractor will assume total liability for the government facilities and associated grounds (i.e., within the facility(s)-fenced perimeter), if the Host Contractor desires to use these facilities. Host operations may be performed on or off government property at the discretion of the Host Contractor and payload owner. It is envisioned that Payload owners will accomplish the payload processing supported by the host contractor. Host operations would be performed for fee (charge) for both government and non-government customers. Industry comments are requested, on or before March 10, 2000, concerning the feasibility and the structure of this type of contractual arrangement. Individual company one on one sessions may be scheduled for the week of February 28, 2000 prior to final submittal. It is the Government's intent to seek the most mutually advantageous contractual arrangement for the processing of NASA and USAF Manifested Mission payloads while allowing non-government payload processing within unique government facilities. The purpose of this arrangement is to development a more economical approach to the processing of payloads and to promote the development of commercial operations at the Cape Canaveral Spaceport.
