DASC homepage. DEFENSE SECURITY COOPERATION AGENCY (DSCA) DSCA: (i)
This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice, and using the
Simplified Acquisition Procedures in accordance with FAR Part 13. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. (ii) The
solicitation number is SP4700-00-Q-0006. (iii) The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-14. (iv) This solicitation is
a 100% small business set-aside. The Standard Industrial Classification
(SIC) code is 1542, and the small business size standard is 17.0 M. The
Small Business Competitiveness Demonstration Program does not apply.
(v) CLIN 0001 Utilities and housekeeping services. (vi) Description:
Contractor's support services for DSCA's general repair work and
general office maintenance. The intent of this contract is to provide
quick response facilities support capabilities. All work must be
coordinated with the Administration Director or designated
representative. The contractor shall have a minimum of five years
experience. The effort shall require the contractor to have a SECRET
security clearance. REQUIREMENTS: The contractor shall perform general
maintenance of DSCA to include: moving furniture/office equipment
(file cabinets, safes, hard media such as reference material, etc). The
contractor shall perform minor electrical services, i.e., checking
cubicle light fixtures and replacing when needed. Check and reset
circuit breakers, when needed. The contractor shall provide technical
expertise and support relating to the installation, relocation and
maintenance of communication cabling to include network data and voice
cables. The contractor shall perform minor carpentry services, i.e.,
hang pictures and other wall decorations, minor door and lock repair,
and minor wallrepair. The contractor shall be required to paint
interior of DSCA facility, when approved by the Administration Director
to be required, as part of routine maintenance. Any parts or supplies
necessary to perform this work shall be purchased/supplied by the
contractor. DSCA will reimburse the contractor for the actual cost of
the parts/supplies. Contractor shall submit cost via invoice with proof
of purchase. The contractor shall be required to escort uncleared
maintenance and other contractor visitors in DSCA facility under the
proper direction of DSCA security. The contractor shall provide for the
maintenance and repair of Agency-owned safes to include changing
combinations as required. The contractor shall provide for the
installation, maintenance, changing combinations, and repair of entry
and exit cipher door locks. The contractor shall be required to provide
qualified personnel and tools necessary to perform tasks outlined in
this SOW. RESPONSE TIME: Contractor must arrive at the DSCA facility
NLT the next business day after notification by the COR. The estimate
amount for this order shall not be exceeded unless authorized by the
Contracting Officer. The COR will provide the contractor with a
maintenance checklist the contractor shall follow indicating the daily
or weekly tasks required to be completed. The contractor shall
schedule and maintain a log of the following contracted services: The
contractor performing the specified work; when the work was completed,
and when the next work is scheduled. The contractor will not be
required to travel. The primary place of performance is as follows:
Defense Security Cooperation Agency, 1111 Jefferson Davis Highway,
Crystal Gateway North, Arlington, VA 22202. Please respond by
submitting a written quotation NLT 12: 00 P.M. February 17, 2000. All
proposals must include proof that the company is licensed and bonded.
Your proposal must include your company's experience history to perform
each of the services specified. Please list all work experience during
the past five (5) years (furniture moving, electrical work,
communication cabling, carpentry, locksmith work, and office painting).
Include a name and telephone number for verification. Anticipated award
date March 1, 2000. All responsible sources may submit a quotation,
which shall be considered by the agency. Quotes may be submitted via
fax (703) 767-1172. (vii) FOB destination: Period of Performance is
March 1, 2000 through 30 September 2000. (viii) The provision at
52.212-1, Instructions to Offerors-Commercial, applies to this
acquisition. (ix) Under provision 52.212-2, Evaluation-Commercial
Items, price and delivery are the evaluation factors. (x) Offerors will
include a completed copy of the provision at 52.212-3, Offeror
representations and certification-Commercial Items, with its offer.
