INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP
INFORMATION REQUESTS. NO TELEPHONE CALLS REQUESTING A SOLICITATION WILL
BE ACCEPTED OR ACKNOWLEDGED. THERE IS NO SOLICITATION AVAILABLE AT THIS
TIME. The U.S. Environmental Protection Agency (EPA) has a need for a
contractor to supply non-personal services to manage and operate the
National Service Center for Environmental Publications (NSCEP). The
main objectives of the NSCEP are to assist EPA Program Offices and the
Equal Employment Opportunity Commission (EEOC) in ensuring access to
publications and operation of a national publications ordering function
for the EPA and EEOC. The services to be performed are day to day
operations of a publications distribution center and central, national
publications ordering function. These services include (not inclusive)
are: responding to requests for EPA and EEOC publications (telephone
calls, letters, faxes, and e-mail) from the general public, processing
work requests for publication distribution and work requests for EPA
forms from the EPA program offices, processing work requests from the
EEOC for publication distribution, and operating the distribution
center by maintaining EPA and EEOC publications and distributing EPA
and EEOC publications. This contract will require both on-site effort
at specified EPA facilities and off-site effort at the contractor's
facilities. It is anticipated that the contract will be firm-fixed
price with a base period of one year and two serial one year options.
The applicable SIC Code is 4225 with a size standard of $18.5 million.

DEMONSTRATES THE FIRM'S ABILITY TO PROVIDE THE REQUIREMENT DISCUSSED
ABOVE. STANDARD COMPANY BROCHURES ARE NOT DESIRED. INFORMATION SHOULD
FOCUS ON THE CAPABILITY TO PROVIDE THE TECHNICAL SERVICES IDENTIFIED
ABOVE. FIRMS SHALL INDICATE THEIR SIZE STATUS FOR THE ABOVE REFERENCED
SIC CODE (LARGE, SMALL, 8(a), SMALL DISADVANTAGED). THE DEADLINE FOR
SUBMISSION OF THE CAPABILITY STATEMENT IS FEBRUARY 18, 2000. This
documentation should be submitted in duplicate to Lynne W. Lewis,
