(202) 307-0985 The Bureau of Prisons(BOP) has identified a need to
establish a contract to revise the structure of its Drug Abuse Program
Handbook. The contractor will work closely with Bureau of Prisons drug
abuse treatment staff and the Contracting Officer's Technical
Representative (COTR). The Handbook details the treatment objectives in
the Bureau's three phased residential treatment program: Orientation;
Intensive Treatment ; and Transition. The current lesson plans provide
guidance to the drug abuse treatment specialist with recommended
readings and exercises to guide the Specialist in meeting the treatment
objectives. The Bureau continues to adhere to the biopsychosocial model
of treatment and the Bureau uses the following approaches: Motivational
Interviewing/Stages of Change, Rational Emotive/Rational Behavioral
Therapy, Criminal Lifestyles/Criminal Thinking Confrontation,
Interpersonal Skill Building, health Promotion Disease Prevention and
Relapse Prevention. The Handbook is available through the National
Institute of Corrections Information Center at 1-800-877-1461. The
revision and augmentation of the Handbook shall include: The
development of a module that addresses the distinct need of the
substance abusing female offender population, the revision of the
Orientation module, focusing on motivation techniques to motivate
inmates toward making a full commitment to treatment, the blending of
the Prochaska and DiClemente Stages of Change throughout the entire
curriculum, the revision of the Relapse Prevention module, including
the moving of this module into the Transition module. The Transition
Module shall also be updated and include the transition to general
population, the development of "Interactive Journals" that serves as
workbooks for the treatment participants, and the revision of the
"Wellness module, shifting the focus to health promotion and disease
prevention. The estimated quantities for this contract is 10,000 Living
Free Values Guidebooks, 20,000 Choice and Change -- Drug Abuse
Education Journals, 10,000 CODE Programs, 30,000 Drug Abuse Treatment
Programs, 250 Counselor Guide Notebooks (fully assemble), 250 Counselor
Guide Notebooks (text only), and 3,500 Women's Journals. This
solicitation is unrestrictive with a Standard Industrial Classification
Code(SIC) of 2789, with a size standard of 500 employees. The
contractor has 270 calendar days after receipt of the award to deliver
the items in accordance with the Delivery Schedule incorporated in the
