This is a request for proposals (RFP) for construction of facilities,
and rehabilitation of existing buildings to support a fixed, land-based
missile defense system capable of intercepting and destroying limited
inter-continental ballistic missiles. This RFP is a continuation of the
presolicitation notice dated 1 November 1999. Responses were submitted
in accordance with the requirements of the presolicitation notice. All
respondents were notified of their viability to perform this work.
Presolicitation information is available on HNC's website,
http://www.hnd.usace.army.mil. Major elements of the system are the
X-band radar and weapon system containing the ground base interceptor
missiles and support facilities for these systems. Some of the
facilities include the missile field, power plant, entry control
facility, readiness and control station, interceptor receiving and
processing facility, interceptor storage building, mechanical
electrical building, water supply building, security building and
siteelectrical utilities, headquarters complex and administrative and
maintenance. There are multiple sites under consideration for
deployment staging. The Weapon System element may be located at Clear
Air Station, AK; Fort Greely, AK; or Grand Forks AFB, ND. The X-Band
Radar complex may be located at two possible sites in North Dakota or
in Eareckson AFS, Shemya, AK. This contract will be a
cost-plus-award-fee and will be incrementally funded over the life of
the contract subject to the annual appropriations of Congress. The
Government may determine to convert from a cost plus award-fee to a
fixed-price contract prior to award if the appropriate conditions exist
at that time. The contractor shall establish an Earned Value Management
System in accordance with DFARS 252.234-7001. The Government intends to
select one or more contractors. Section 00100 of the RFP sets forth the
evaluation criteria and factors of award. The Government will select
the offeror(s) proposing best value to the Government. Areas of
evaluation include experience on previous similar large construction
projects in similar environment, past performance, management
(including quality control, cost/schedule control, risk management,
logistics and interface management, and organization, cost and
subcontracting). The RFP will be issued on or about 23 February 2000.
In accordance with Federal Acquisition Regulation 36.204, the estimated
magnitude of this project is expected to exceed $500,000,000. Estimated
date for receipt of offers is 8 May 2000 and estimated award date is 22
November 2000. The SIC is 1629 and the small business size standard is
