Provide all labor and materials required for the construction of a new U.S. Border Patrol Station in Santa Teresa, NM. Work also includes site demolition; site clearing and grading; paving; utilities; fencing; landscaping and irrigation; construction of vehicle maintenance building, horse stables, hay storage canopy, dog kennel, communications building, vehicle rise area with canopy, vehicle fueling area with canopy, storage building and above-ground fuel tanks with dispensers. Performance period is approximately 450 calendar days. Project No. ANM97806. The solicitation number will be issued at a later date. The solicitation will be issued on or about February 18, 2000, with proposals due on or about March 18, 2000. The estimated cost range is $5,000,000 to $10,000,000. The project will be procured using informal Source Selection procedures which will result in a firm-fixed price award to the Offeror who provides the "best value" to the Government. (Technical ability will be more important than price.) The Source Selection evaluation factors are listed in the order of importance as follows: Offeror's Past Experience, Qualifications and Capabilities; Experience and Qualifications of the Offeror's Key Personnel. In accordance with Public Law 95.507, the successful Offeror will be required to provide the maximum practicable subcontracting opportunities for small business concerns, small business concerns owned and controlled by socially and economically disadvantaged individuals and woman-owned businesses, to participate in the performance of this contract. A subcontracting plan must be provided with the proposal. Small businesses are not subject to this requirement. This full and open procurement is made under the Small Business Competitive Demonstration Program and all responsible firms are invited to submit a proposal.
