If the equipment proposed is the same as in the solicitation (i.e., same manufacturer and part number), the offeror need only make a statement to that effect. If the offeror is proposing other manufacturers or part numbers, the offeror shall identify the manufacturer and part number. The offeror shall also provide complete technical data. It is the offeror's responsibility to provide sufficient technical data to allow the Government to determine if the proposed substitution meets the Governments needs.
