E-MAIL: U.S. EPA -- Contracts Management Division,
thompson.angie@epamail.epa.gov. The USEPA intends to negotiate on a
sole-source basis, under the authority of 6.301, with Analytical
Engineering, Inc., for a Cooled EGR System for Cummins ISB. Cooled EGR
System hardware to allow 2004-like emission levels. The contractor
shall provide a cooled EGR system as described below, designed for
installation on a '99 Cummins ISB engine rated at 250hp@2500 rpm. All
plumbing shall be provided from the exhaust manifold to the EGR cooler
and EGR valve. Flanges and pipe shall be supplied for fabrication of
pipe from EGR valve to the venturi by the EPA. 3" intake pipe with
bypass splitter, bypass valve, and bypass collector will be supplied
for final fabrication by EPA as required in Site 2. Documentation of
suppliers, part numbers, and drawings used on the EGR system shalll be
supplied. EGR System: Cooled High Pressure Loop with bypass venturi a)
Dual EGR feed from elbow in exhaust manifold b) Behr EGR cooler (sized
for ~6 lb/min, 1150 degree F, ~400 degree F outlet) c) Lucas
electronic EGR valve d) 0.75" throat venturi with short ASME converging
nozzle e) Venturi bypass with electrically actuated throttle f) Mass
airflow sensor g) Wastegate controller h) Exhaust manifold i) 1.5"
diameter stainless steel plumbing with appropriate flanges and gaskets
The EGR system shall be ready for installation in heavy duty Site 2
with minimal fabrication. Support shall be available during and after
installation to make any modifications necessary to ensure the
prefabricated EGR system parts fit and operate properly. This EGR
system will be identical to the one already purchased from AEI for the
common rail engine. Purchasing an identical system will minimize
development time and allow interchangeability of parts. THIS IS NOT A
REQUEST FOR PROPOSAL. Sources wishing to be considered must submit
documentation to the office identified above. Documentation must be
