Air Armament Center, Precision Strike Program Office, AAC/WGK is
anticipating the purchase of approximately one hundred and seventy
containers for the CALCM missiles with the possibility of two (2) one
hundred container options. This container is approximately 264 inches
long x 54 inches high x 42 inches wide and will weigh approximately
2300 pounds empty. Full rate production is anticipated to be
approximately 15-20 containers per month. A technical library is
available at 368 Adams Ave, Valparaiso, FL 32580, with a technical data
package consisting of production fabrication specifications and Level
II engineering drawings. Please contact Ms Wicker of Semcor, Inc (850)
678-7887. An "Industry Day" with all interested parties invited to
view the completed qualification prototype container is anticipated in
March 00. The requirements for the container are as follows: (1)
fabrication of production containers after successfully fabricating one
preproduction sample container (the preproduction sample container will
count as a single contract deliverable in the total quantity), (2)
completing qualification preproduction tests, and (3) completing the
physical configuration audit. A preproduction sample is required 120
days after contract award with first container delivery within 90 days
after preproduction approval/physical configuration audit. Long-lead
extrusions will be provided as Government Furnished Material (GFM) for
the preproduction sample and a portion of the first lot of production
containers to decrease front end schedule time. All preproduction
tests and the physical configuration audit are required prior to
release for production, as identified in the specifications.
Performance price tradeoff (PPT) Source selection procedures (FAR
15.101-1,) are currently envisioned. This contract will be a "build to
print" firm fixed price contract with an estimated award date of 15
Jun 00. Offerors for this contract should be experienced in economical
fabrication techniques (welding, machining, sheet metal cutting,
etc.), and are required to build aluminum containers to specifications.
These are complex items due to the flatness and straightness
requirements, and the necessity for the container to seal (a leak check
will be required). This contract will be a 100% Small Business
Set-Aside under SIC Code 3769 for businesses up to 1,000. This is not
a request for proposal and is not to be construed to be a commitment by
the government. Addition program information and acquisition updates,

concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The Ombudsman does not diminish
the authority of the program director or contracting officer, but
communicates contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman shall maintain strict confidentiality as to
the source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Matters of
a routine or administrative nature concerning this acquisition should
not be addressed to the Ombudsman but rather to the Contracting
Officer, Contract Specialist, or the Program Manager identified above.
