U.S. Customs Service (USCS) is interested in information from companies
who have "off-the-shelf" equipment with the capability of completely
destroying seized contraband. Complete destruction requires that there
is no detectable narcotics residue found in any of the byproducts
including ash/slag that may be produced from the destruction process.
Seized contraband will mainly include marijuana, cocaine, khat and
heroin seized in their original packaging which includes plastics,
aluminum foil, various tapes, and oil/grease. In addition, seized
contraband will include large quantities of pills and/or pharmaceutical
drugs. However, there will also be small quantities of material
containing metal such as syringes. Particular areas of interest to the
USCS include: 1) Safety concerns, both mechanical and procedural, that
provide maximum protection from exposure of the material to personnel
during the destruction process, 2) Ability to meet applicable permit
requirements, 3) Processing rate or throughput in lbs./hr, and 4)
system costs. Both fixed sites and mobile systems will be considered.
Contractors should provide information relating to their experiences
including, their roles and responsibilities, the number and types of
systems in operation, location, types of material (feed stream),
permitting and certification capabilities, and a list of previously
awarded contracts including a point of contact. This is not a request
for proposal and does not commit the USCS to procure any hardware
