Administrative Office of the U.S. Courts (AOUSC) is seeking one or more
consultants that will provide advisory and support services and will
assist in the development and implementation of employee benefit plans,
development of a comprehensive employee benefits communications
strategy, and creation of effective informational materials. These
services must be based on an analysis of the actual benefits package
provided to the approximately 30,000 employees of the Federal judiciary
working in more than 800 locations throughout the United States and its
territories. Employee benefits programs and services under
consideration include, but are not limited to, the following functional
areas: Dental Plan; Health Care Plan; Long-term and Short-term
Disability Plan; Vision Plan; Life Insurance and Accidental Death and
Dismemberment Benefit Plan; 401(k) Plan; Professional Liability Plan;
Prescription Drug Plan; Leave Program and Paid Time Off; Communications
and Training; Actuarial Analysis; Legal Services relating to Benefits
Programs; Benefits Surveys; and Benefit Administrator Services. One or
more Indefinite Delivery/Indefinite Quantity (ID/IQ) task order
contracts may be awarded on an all-or-none basis. The primary duties
regarding these benefits functional areas include, but are not limited
to, the following: comparative analysis of judiciary benefit with best
practices among similar employers; development of benefit program plan
design based on the comparative analysis and workforce demographics,
an analysis of available types of plans, and identification of
available carriers; in-depth evaluation of top carriers, based on such
criteria as their financial soundness, their record of customer
service, and their ability to meet the judiciary's systems, pay
rolling, communications, and customer service requirements; comparative
cost analysis of top carriers; recommendation of preferred carrier
selection; development of implementation and communication strategy
and/or plan; discussion of alternative methodsof funding and ongoing
administration; preparation of a plan document; legal analysis of the
provision of the benefit, and legal opinion of laws and regulations;
cost analysis of providing the benefit; development of communications
and training materials, using the full range of media, including
web-based; actuarial analysis of matters such as financial solvency
based on past and anticipated plan experience, and reasonable levels of
reserves; and provision of ongoing, day-to-day administration of one or
more employee benefit plans. Interested parties should provide their
