#99-120, Update as-built Fire Sprinkler System at the VA North TX
Health Care System Dallas Facility. The intent is to satisfy National
Fire Protection Association (NFPA) and Joint Commission on
Accreditation of Healthcare Organizations (JCAHO) accreditation
requirements by providing complete documentation of existing
conditions, condensing existing documentation and defining corrective
measures for non -compliant conditions. Work will include, but is not
limited to, investigation, inspection, and documentation of all fire
sprinkler system components associated with buildings 1 (Mental
Health), 2 (Acute Care), and 60 (Nursing Home) along with all existing
facility site fire sprinkler system support elements. Building 1
consists of a 1930 era six-(6) story structural concrete and brick
structure with 127,000 SF. Building 2 consists of a 1950 era 11-story
structural steel, concrete and brick structure with 540,000 SF.
Building 60 consists of a 1980 era single story structural steel and
brick structure with 63,000 SF. Investigation and documentation of
existing Cerberus Pyrotronics fire alarm system is not included in
project scope of work. Minimum requirements include: Design firm shall
possess a working knowledge of VA standards and design criteria;
Project design team shall include, on staff, a Fire Protection Engineer
(FPE) with specific education and experience requirements. FPE shall be
directly responsible for all project investigations, design, review and
certification for all facets of the project. FPE shall possess, as a
minimum, the following qualifications:  Registration as a
professional Engineer and specializing in fire protection engineering.
 Two years experience in application and interpretation of
NFPA Codes and Standards and model building codes.  Two years
experience in application and interpretation of JCAHO accreditation
requirements relating to medical facility fire sprinkler systems and
their documentation.  Two years experience in the design/review
of automatic sprinkler and fire alarm systems, including: Automatic
fire sprinkler system drawings; Automatic sprinkler system
calculations; and Application and interpretation of NFPA 1, 10, 13, 14,
20, 24, 30, 45, 72, 75, 82, 90A, 99, 101, 220 and 241.  Two
years experience in the design of health care facilities automatic fire
sprinkler systems.  Two years experience in acceptance tests of
fire protection systems. Project documents will include detailed
reports, calculations, estimates of cost and time to perform any
required corrective measures and CAD drawings of indicated areas. Cost
estimates are to include a 10% contingency. Contractor shall perform
field tests to verify all current capacity (flow and pressure) of water
supply system, which will include allowances for seasonal or daily
fluctuations. Construction documents for accomplishment of corrective
measures are not included within project scope of work, but may be
included at a later date. All design work shall conform to VA standards
and specifications, which are available on the World Wide Web @
www.va.gov. A pre-proposal site visit will be required of the selected
A/E and consultants to familiarize them with the existing area and
project expectations. Drawings are to be produced on AutoCAD version 14
for Windows NT. Specifications are to be produced in Microsoft Word 97
for Windows NT. To be considered for selection, A/E firms must meet
minimum requirements before evaluation criteria will be applied.
Location of prime A/E and consultants servicing offices within a 50
mile radius of the VANTHCS is required. Upon meeting the minimum
requirements, A/E selection will be based on the following criteria and
maximum point values are shown to reflect relative importance: 1) Past
performance that exhibits specialized experience and technical
competence in work to be performed, maximum 50 points; 2) Past
performance that exhibits ability to design within budgeted cost
limitation and prepare accurate and highly detailed construction cost
estimates, max 50 points; 3) Past performance and current work status
that exhibits capacity to accomplish work in the required time, max 50
pts; 4) Past performance and current methodology pertaining to quality
control methods used to ensure technical accuracy of work, max 40 pts;
5) Professional qualifications of staff and consultants, max 40 pts;
6) Past performance that demonstrates re-use of materials and energy
efficiency, max 20 pts. In accordance with P.L. 100-656, this
acquisition is NOT restricted to small or emerging-small businesses.
Standard Industrial Code 8711, Engineering Services, applies to this
acquisition and the small business size determination is NTE $2.5
million in average annual receipts over the preceding three fiscal
years. A/E firms that meet the requirements of this announcement, are
invited to submit (1) Standard Form 254, Architect-Engineer and Related
Services Questionnaire, and (2) Standard Form 255, Architect-Engineer
and Related Services Questionnaire for Specific Project, IN FIVE
COPIES. Submission should be marked Attn: Jay L. Hawkins (90C) at the
