"CBD notice dated March 23,1999, Submission Number 311622 is hereby
amended to include the following: USAF Aeronautical System Center,
ASC/GRR, is seeking sources to provide services for repair of the
KC-135R MPRS TCTO Kit No. 1C-135 (K) R-628 which is in use by AMC and
the Royal Singapore Air Force (RSAF). Currently assets are covered
under the O.E.M.end item warranties. The principal components of the
Refueling Pod System consisted of the COTS MK-32B pod subsystem
commercially developed by FRL Ltd., U.K, and KC-135R unique kit
components developed jointly by Boeing Military Wichita KS, and FRL
Ltd. and are controlled by Boeing Military Drawing Spec #S656-30008 and
Drawing 458-50046. Specific engineering and depot maintenance data has
not been provided by the equipment supplier for reprocurement usage.
This effort is a continuation of development production projects under
contract F33657-95-C-0046, awarded to Boeing-Wichita, Sep 95. The
interim logistics support includes repair and refurbishment of USAF and
RSAF MPRS assets specified in Flight Refueling Ltd. component
maintenance manuals, tracking of repaired failed assets, data
collection, warranty administration services to support USAF and RSAF
Stock Listed Item Manager LRU assets. The estimated duration of this
ICS effort is up to 3 years, commencing the 4th quarter/2000. MPRS
aircraft kit quantity requiring logistics support is between 8 and 25
units. Mr. Steve Plaisted has been appointed as Ombudsman to hear
concerns from offerors, of potential offerors, during the proposal
development. The purpose of the Ombudsman is to communicate contractor
concerns, issues, disagreements and recommendations to the appropriate
government personnel. Existence of the Ombudsman does not diminish the
authority of the Program Director or the Contracting Officer.
Accordingly, the Ombudsman does not participate in the preparation of
solicitations, evaluation of proposals of the source selection process
