Background "DESCRIPTION: This is a SOURCE SEEKING SYNOPSIS for Foreign
Military Sales (FMS) Contractor Engineering Technical Services (CETS)
personnel in support of Raytheon AIM-9N/P3/P4/L/M Missiles Guidance
Control Section (GCS) Test Equipment and related test software. The
equipment is located at the Republic of Korea Air Force (ROKAF)
Maintenance and Repair Facility (MARF), Seosan Air Base Korea. The
performance period is 01 October 2000 through 30 September 2001. There
is a requirement for a Secret security clearance. This synopsis is
being issued in an attempt to develop a full and open competitive
environment for the acquisition of CETS for the specific programs
listed herein. The object of Contractor Engineering Technical Services
is to elevate the technical skills and abilities of the personnel
responsible for the operation and maintenance of the above
equipment/systems to a level of self-sufficiency. NOTE: THIS IS NOT A
REQUEST FOR PROPOSALS. This synopsis is seeking companies with
ContractorEngineering Technical Service (CETS) personnel. The CETS
personnel's primary purposes will be to: provide on-site/on-equipment
informal training, provide advice in the identification of and
instruction on the use of special tools, handling equipment, aerospace
ground equipment (AGE) and test equipment, devise local informal
training programs, and render technical advice and provide analysis of
maintenance difficulties. The CETS contractor/personnel must: be able
to provide written proof of a liaison relationship with the
Manufacturer's plant. This relationship is necessary to support
maintenance, repair, calibration and other related activities for the
MARF test stations, provide technical assistance in matters pertaining
to testing, adjustment, calibration, maintenance, repair and
troubleshooting of Raytheon equipment as well as access to the
technical data base for the equipment listed herein. Liaison is also
necessary to provide technical assistance for maintenance, overhaul,
repair and procedural reinforcement on the AIM-9P4, AIM-9L and AIM-9M
equipment, investigate, assist and report technical problems associated
with equipment, assist unit personnel in inventory control, attend
meetings and briefings, and provide advice in the resolution of
difficult technical problems. The CETS personnel must have instructor
training ability, possess the ability to work independently without
technical guidance and be experienced in theory, maintenance and repair
of all aspects of the equipment/systems identified above. Firms having
the engineering and technical field service capabilities described
above are invited to submit complete information to the office listed

information should include: written proof of liaison relationship with
manufacturer including access to the technical data base for the
equipment listed herein, an outline of current or previous CETS efforts
stating the specific services in the listed CETS areas, to include the

requisite technical capability. Respondents will be notified of the
