Labor, Employment and Training Administration (DOL/ETA) is soliciting
for proposals to implement and administer a program of fidelity bonding
coverage so that people possessing certain handicaps in the job market
may gain and retain employment. This Federal Bonding Program (FBP)
will serve as a job development mechanism so that no one will be denied
employment solely because of their inability to obtain a fidelity bond.
As a job development mechanism, FBP is an integral part of the overall
Workforce Investment Act (WIA) strategy to provide training and
employment services to all that are in need of such services in order
to obtain a job. The period of performance for the prospective award
will be twelve (12) months, from the date of contract execution, plus
four 1-year options to extend at the government's discretion. This
requirement is a 100% Small Business Set-Aside. The SIC Code is 8742
and the Size Standard is $5 million. Request for Proposals will be
available on our Department of Labor, Employment and Training
Administration's Internet Home Page at http://www.doleta.gov,
approximately 15 days from the date of publication. Request for
Proposals in hard copy form will also be available upon written
request, only on a first come, first-served basis, until the supply is
exhausted. Telephone requests will not be honored. For requests made
after the supply is exhausted, the Contracting Officer may determine
whether payment of a fee is warranted. The fee will not exceed the
actual cost of duplication of the solicitation documents. Closing date
for receipt of proposals will be March 27, 2000, at 2:00 p.m. local
time. Requests for proposals must cite RFP-DCS-00-12 and must include
two self addressed labels. Failure to enclose labels may cause delay in
receipt of the solicitation. No collect calls will be accepted. It is
the sole responsibility of the offeror to continually view the website
