Sealed bids from all business concerns will be accepted for the United
States Virgin Islands Project VI NH-9999(79), located on the island of
St. Thomas, United States Virgin Islands. The project consists of
island wide paving and rehabilitation of segments of Routes 315 and 30.
The work includes removal of asphalt pavement, roadway excavation,
shoulder and ditch reconditioning, placement of aggregate and hot
asphalt concrete pavement, asphalt pavement milling, and other
miscellaneous work. Principal items of work and approximate quantities
are as follows: Hot asphalt concrete pavement, Class B, Type 4
pavement smoothness: 2035 tons; Hot asphalt concrete pavement, Class B,
Grading D, wedge or leveling course: 1025 tons; Guardrail system G4,
Type 2, Class B (steel posts): 680 m; and Paved waterway, Type 4: 840
m2. The project is expected to fall within the price range of $500,000
and $1,000,000. Invitation for Bids No. DTFH71-00-B-00010 will be
issued on or about February 22, 2000. Plans, proposal and contract

available on or after the issuance date, from the Federal Highway

Transportation (DOT) Office of Small and Disadvantaged Business
Utilization has bonding programs to assist minority, women-owned and
disadvantaged business enterprises in acquiring short-term capital and
bonding assistance for transportation-related contracts. Loans are
available under the DOT Short Term Lending Program (STLP) at prime
interest rates up to $500,000 to provide accounts receivable financing.
The DOT Bonding Assistance Program enables firms to apply for bid,
performance and payment bonds up to $1,000,000 per contract. DOT
provides an 80 percent guaranty on the bond amount to a surety against
