The Naval Surface Warfare Center, Crane Division, has a requirement to develop a Kinematic Decoy Flare compatible with the AN/ALE-39 Countermeasure Dispensing System. The requirements include 1 lot of engineering services to develop the Kinematic Decoy Flare and options for the following: 1) an aerodynamic model of the design, 2) inert detailed mass models, 3) windstream performance test units, 4) production units, 5) product drawings and 6) safety information and data. Provisions of various military specifications including MIL-STD-331, MIL-STD-810 and MIL-STD-2105 apply. Deliveries are FOB destination and are required as early as 28 August 2000. It is anticipated that multiple contracts may be awarded for the engineering services effort, but only one contract will have the options exercised. It is anticipated that the engineering services effort will be cost-plus-fixed fee with the options being firm-fixed price.
