The Naval Surface Warfare Center, Dahlgren Division, intends to award a contract on a sole source basis to L-3 Communications Corporation for ten (10) each of a Data/STE, Data Terminal (ISDN/PSTN). This is a combined synopsis/solicitation announcement; quotes are being requested and a written solicitation will not be issued. The request for quote number is N00178-00-Q-1021. The Data/STE provides high-speed encryption of data transmissions in digital and analog networks in a single integrated package. The Data/STE is manufactured by L-3 Communications Systems-East. This equipment will be used to allow classified data to be transferred between NSWCDD and the remote/alternate sites, within the SRS Data Links community. The Data/STE manufactured by L-3 Communications is the only product authorized by the Federal Government. The unique features of the data/STE allows backward compatibility with the STU-III and PSTN connectivity. The Terminal is NSA certified for operational traffic at classification levels ranging from unclassified through TOP Secret Sensitive Compartmented Information (TS SCI). The terminal can operate at asynchronous speeds up to 38.4Kbps. The terminal can be upgraded via software download or via One expansion Type III PCMCIA slot. This provides the means to add new features as they become available. The combination of these unique features of the Data/STE terminal is a key factor to the NSWCDD as this equipment will be used in support of a hardware upgrade to the Submarine Launched Ballistic Missile (SLBM) Retargeting System Data Links (SRSDL) System.
