OSCILLATOR UNIT SOL RFP-BF6077 DUE 021600 POC EJ Dotts, Contracting

Smithsonian Astrophysical Observatory (SAO) intends to award on a sole
source basis a contract to Radiometer Physics, Birkenmaarstr. 10,
53340 Meckenheim, Germany, per justification pursuant to FAR 13.106,
Only One Responsible Source and No Other Supplies or Services Will
Satisfy Agency Requirements. We require one (1) Frequency Tripler and
one (1) Frequency Doubler. The Frequency Tripler must meet the
following requirements: a) input 200 -- 232 GHz at 4 mW min.; b) output
600 -- 696 GHz at 25 micro-watt min; c) power output through a
corrugated feed horn with an aperture diameter 2 mm and a distance of
5.2 mm from apex to aperture; and d) the unit should incorporate a
maximum of two (2) mechanical tuners for the entire LO chain. The
Frequency Doubler must have an output of 200 -- 232 GHz with an output
power of 4mW min. and an input waveguide WR-8 with a modified UG387
flange. No other source is known for these parts that meet all of our
requirements. These units are spares for our current Frequency Triplers
and Frequency Doublers from Radiometer Physics. It is imperative that
the spare units are identical to the original units in the 600 GHz
Local Oscillator unit. The desired delivery date for the required items
is 1 August 2000. The FOB point is destination, Cambridge, MA. This
acquisition will be accomplished using simplified acquisition
procedures in accordance with the Federal Acquisition Regulation Part
13. The applicable SIC code is 3825 and the size standard is 500. No
solicitation package will be issued. Information received will normally
be considered solely for the purpose of determining whether to conduct
a competitive procurement. A determination by SAO to not compete this
effort on a full and open competitive basis, based upon responses to
this notice, is solely within the discretion of SAO. Questions or
