This acquisition is for Thermal Batteries for the Stinger Service Life Extension Program (SLEP), in accordance with NAVSURFWARCENDIV Crane Statement of Work and Critical Item Product Function Specification. The contractor shall be required to provide qualified personnel and facilities to fabricate thermal batteries, and shall procure all parts and material necessary for fabrication as set forth in the Statement of Work and critical item specification, MIS-21416T. Award will be a firm-fixed price, IDIQ contract. The Government requires a minimum quantity of 100 each, and a maximum quantity of 120 each to be delivered to NSWC Crane by 01 September 2000. Option quantities are required as follows: minimum 100 each, maximum 960 each are required by 01 May 2001; minimum 100 each, maximum 1,560 each are required by 01 December 2001, and 01 May 2002; Minimum 100 each, maximum 1,760 each required by 01 December 2002, and 01 May 2003; minimum quantity of 100 each and maximum quantity of 2,120 each required by 01December 2003 and 01 May 2004; and minimum quantity of 100 each, maximum quantity of 1,760 by 01 December 2004 and 01 May 2005. The contractor shall produce pilot lot thermal batteries in accordance with the Statement of Work, and specification MIS-21416U. First time manufacturers must produce a pilot lot of 105 batteries, and a quantity of 15 unactivated thermal batteries for evaluation. Manufacturers who have previously produced this battery design, but are not currently producing the battery may either choose to provide applicable pilot lot inspection data and reports and provide a reduced pilot lot of 60 batteries. Additionally, quality conformance information from the prior three lots must be submitted for approval. Manufacturers who are currently producing this battery design for other customers can choose to provide applicable pilot lot inspection data and reports and forgo producing a pilot lot. Inspection and acceptance will be at source by a representative of the Government, FOB destination NSWC Crane, IN. All responsible sources may submit an offer which will be considered by the Agency.
