AFMETCAL Det 1 intends to award a purchase order under Simplified
Acquisition Procedures for the purchase of an Automatic Microphone
Reciprocity Calibration System. This is a combined
synopsis/solicitation for commercial items in accordance with the
format in the Federal Acquisition Regulation (FAR) Subpart 12.6 and
13.5 as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation, proposals
are requested and a written solicitation will not be issued. This
solicitation F33660-00-Q7509, is a request for a price quotation for an
Automatic Microphone Reciprocity Calibration System. This solicitation
incorporates provisions and clauses in effect through the Federal
Acquisition Circular 97-15 and Defense Acquisition Circular/DCN. FAR
clauses 52.212-1, 52.212-3, 52.212-4 and 52.212-5 apply to this
acquisition. This document describes the minimum Air Force Primary
Standards Laboratory requirements for an Automatic Microphone
Reciprocity Calibration System. The System will serve as an absolute
standard in the Air Force Primary Standards Sound Laboratory for
calibrating Type I and Type II microphones. The equipment/components
list outlined within this notice is not intended to be a complete list
of what shall be required to satisfy the technical specifications of
this requirement. The Government is aware that several additional
pieces of hardware and/or software may be required beyond the list
provided. A complete, assembled and working system shall be delivered.
Prospective suppliers are asked to address each paragraph of this
document and provide a summary of how their product will satisfy the
requirements. The Microphone Reciprocity Calibrator will employ a
method of calibration as outlined in American National Standard
Institute (ANSI) S.10 and International Electrical Commission (IEC)
recommended practice outlined in 61094/2. The measurement components
shall be interfaced with each other and a personal computer so that all
measurements can be stored and then used for calculation of final
measurement report. Computer screen prompts shall provide the user with
required information to accomplish the entire reciprocity calibration.
The item described herein is an automatic microphone calibration
system typically designed with the following components --  A
reciprocity calibration device.  A signal generator. 
A digital voltmeter.  Both 1/1 octave and 1/3 octave band pass
filters.  A chamber capable of pressure control to accommodate
the microphones under test.  A personal "Pentium II " or better
computer with IEEE-488 interface, and capable of supporting an ethernet
card.  Software capable of communicating with instruments,
performing measurements, storing data, calculating required calibration
corrections, and printing final measurement reports.  An inkjet
quality printer.  In addition to calibration software, one copy
each of Microsoft Windows 98operating system and Microsoft Office 2000
shall be supplied with the system. The unit shall be complete and
fully assembled with power cord(s), IEEE interface cables, electrical
measurement cables, and all accessories necessary for reciprocity
calibration of 0.5" and 1.0" microphones. The system shall consist of
"off the shelf" commercially available equipment. Frequency Range --
1.0" Microphones -- 20 to 10,000 Hz0.5" Microphones -- 20 to 25,000 Hz
Calibrated Microphone Response Uncertainty Equal to or better than +
0.08 dB System Specifications: Ambient Operating Range: -- 20 % to 45%
Relative Humidity 150 to 300 Celsius, Temperature stability + 30 ppm
per degree Celsius: Long term drift -Less than 150 ppm per year: Short
term drift -Less than 40 ppm per month, Line Voltage -- 120 Volts + 10
Volts Power Consumption -- Less than 30 VA total Weight -Should not
exceed 150 kg total Size -Bench Top System not to exceed 1.0 x 2.0 x
1.5 meters (DxWxH) Software: Calibration software shall be user
friendly with pull down menus for editing and changing calibration
parameters. Measurement data and final report shall be stored in an
importable format capable of being sent via local area network to
central storage location. A software user guideline shall accompany the
software and at minimum contain the following: Software flow process
All algorithms used, Variables defined and identified. Constants
identified. Software verification plan shall be outlined and results of
verification noted. Reliability: The unit shall operate without user
required maintenance for extended periods -- the adjustment/calibration
interval shall exceed one year. A failure shall be considered as any
condition in which the instrument does not meet the performance
requirements of this purchase description. Required periodic
maintenance will not be considered a failure unless the unit fails to
meet the performance specifications of this purchase description.
Failures due to physical misuse, cut cables, broken mechanical
components, etc will not be considered as failures. Accessories: All
accessories necessary for normal operation of the equipment shall be
supplied. Warranty: The unit shall be supplied with a standard
commercial warranty against faulty workmanship and defective materials.
Design And Construction: The unit shall be designed and constructed of
materials that meet the requirements of this specification and in
accordance with the best commercial practices for industry approved
equipment. It shall be designed and manufactured to maximize
reliability, maintainability, accuracy, and ease of operation. All
parts such as switches, controls, etc., shall have proper clearance and
adjustments. They shall be capable of withstanding environmental
testing of this specification. Calibration: The system shall be capable
of being calibrated on site in the Air Force Primary Standards
Laboratory with common test, measurement, diagnostic equipment, and/or
a Standard Reference Microphone calibrated at a National Standards
Laboratory. Technical Manual: The unit shall be provided with two user
manuals that contain sufficient material to maintain and operate the
equipment as well as a method of calibration for the entire system. A
software user guide is required. The successful offeror will be
required to provide training at AFMETCAL Det 1 after the unit is
delivered. ACCEPTANCE TESTING: The system will be inspected and
accepted at destination as specified in the contract. The unit will be
inspected and accepted or rejected within 30 days from the date of
receipt at AFMETCAL Det 1. The item will be checked with test equipment
possessing parameters equal to or better than those required to assure
specified performance requirements are met. Test equipment used has
first echelon certification directly traceable to the National
Institute of Standards and Technology (NIST) where required. Tests will
be performed to assure the item meets the requirements. Such testing at
destination does not relieve the contractor of performing all
inspections and quality checks at the point of fabrication, as is
necessary, to assure performance as specified herein. Delivery is
required within 120 days after contract award. Delivery shall be FOB
destination Heath OH. Please acknowledge all requirements on your
quote. Offerors must provide technical detail to clearly demonstrate
the offerors understanding and compliance with the minimum requirements
