combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The Federal Bureau of
Investigation has a requirement for Night Vision Pocketscopes (NVP).
This is a Request for Proposal (RFP) the solicitation number is RFP
865871. This solicitation and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-15. This
procurement is unrestricted. The Standard Industrial Classification
Code is 3827 and the size standard is 500 employees. Line-item #1: 1X
Viewer Kit; {a} NVP module; uses a standard commercial battery, which
has lithium and non-lithium versions, the battery must provide a
minimum functional life of 30 hours of continuous operation; infrared
(IR) light emitting diode (LED); power switch controlling at least the
three functions ON/OFF/IR; red light visible through the eyepiece,
which is activated when the IRLED is in use; low battery indicator;
standard 1/4 x 20 tripod mount tapped hole. {b} third generation, image
intensifier type MX-10160 meeting OMNI IV performance as stated in
MIL-PRF-49428, minus the EMI requirement. {c} objective lens assembly
that was specifically designed for use with U.S. military night vision
devices is preferred; system magnification of unity; fixed aperture
(no internal iris control); maximum f/number is f/1.2; maximum T/number
is T/1.3; minimum on-axis MTF: 84 % at 20 lp/mm and 61% at 40 lp/mm;
minimum off-axis full field MTF (radial): 38% at 20 lp/mm and 15% at 40
lp/mm; minimum off-axis full field MTF (tangential): 28% at 20 lp/mm
and 10% at 40 lp/mm; minimum off-axis 2/3 field MTF (radial): 48% at 20
lp/mm and 21% at 40 lp/mm; minimum off-axis 2/3 field MTF (tangential):
39% at 20 lp/mm and 15% at 40 lp/mm;. {d} a monocular eyepiece lens
assembly having a minimum optical performance as described in
MIL-PRF-49427. {e} C-mount adapter. {f} Carrying Case, Sufficient in
size to contain all of the components as described in Line-Items# 1-4.
System performance/environmental: infinity (1X) system
resolution-minimum 1.30 lp/mR; 1X close focus resolution- minimum 0.60
lp/mR at 25 centimeters; minimum system brightness gain 3000;
Immersion-three feet minimum for a minimum of 30 minutes; Minimum
Temperature storage: -51 C to +71 degrees C; Operating temperature: -51
C to +49 degrees C. Line-Item#2: Objective lens assembly that was
specifically designed for use with U.S. military night vision devices
is preferred; fixed aperture (no internal iris control); focal length
shall be 75 1 mm; maximum f/number is f/1.3; maximum T-number is T/1.5;
minimum MTF- 50 % at 30 lp/mm. Line-Item#3: Relay lens; for coupling to
either a CCTV a photographic camera; magnification-1X; maximum f/number
is f/1.8; minimum transmission- 80 %; minimum MTF of 60 % at 30 lp/mm.
Line-Item# 4: Relay lens; for coupling thehousing module to a CCTV
camera with a 2/3 inch format magnification-0.667X; maximum f/number is
f/1.5; minimum transmission- 80 %; minimum MTF -- 40% at 30 lp/mm.
Line-Item# 5: Objective lens assembly that was specifically designed
for use with U.S. military night vision devices is preferred;
refractive design; fixed aperture; focal length -- 162 2 mm; maximum
f/number is f/1.70; maximum T-number is T/1.8; MTF-minimum: 60 lp/mm at
30% modulation. Line-Item# 6: Image intensifier assembly; performance
as previously described in Line Item 1(b). The NVP must be a reliable,
lightweight, compact, hand-held, modular, third generation night
vision system intended to be used in starlight, moonlight, ambient
urban/suburban/rural lighting environments for walking, document
reading, visual surveillance and coupling to video or photographic
cameras for image recording. The NVP will be utilized in an operational
mode in situations and environments ranging from a low stress physical
surveillance conducted in a typical urban/suburban/rural environment
to a paramilitary, high-physical stress type operation conducted in
rugged terrain and extreme climatic conditions. A commercial item
firm-fixed price, indefinite delivery, indefinite quantity contract is
contemplated with an initial award year and four one-year options. The
resulting contract will be available for other government agencies to
place orders against. The estimated minimum will be $20,000 with an
estimated maximum of $4,800,000 over the life of the contract. FBI
orders will be delivered to the Engineering Research Facility (ERF),
Building 27958A, Attn: Contracting Officer's Technical Representative
(COTR) Robert Willis, Quantico, Virginia 22135. Other agencies delivery
instructions and addresses will be provided upon the issuance of an
order. The following provisions and clauses are applicable to this
acquisition: 52.212-1 Instructions to Offerors-Commercial Items;
52.212-2 Evaluation-Commercial Items; 52.212-4 Contract Terms and
Conditions-Commercial Items; and 52.212-5 Contract Terms and Conditions
Required to Implement Statutes or Executive Orders-Commercial Items.

Offerors-Commercial Items are tailored to read as: Change (c) Period
for Acceptance of Offers. The offeror agrees to hold the prices in its
offer firm for 60 calendar days from the date specified for receipt of
offers. Delete (i) Availability of requirements documents cited in the
solicitation. Clause 52.212-2 Evaluation -- Commercial Items are
tailored to read as follows: The following factors shall be used to
evaluate offers: Technical (technical design, capability of the item
offered to meet the government's need, compatibility with the FBI's
current inventory which consists of Litton Systems NVP units, Models
M944 and M944A, type and availability of battery, operational life and
physical characteristics of the battery, warranty and delivery terms);
Past Performance; and Price (by adding the total price for all options
to the total price for the basic requirement, using a quantity of one.
Evaluation of options does not obligate the government to exercise the
option(s)). Past performance consists of: quality of product;
certifications and/or awards from other businesses/agencies; customer
satisfaction; and adherence to delivery schedule. Technical and past
performance, when combined, are significantly more important than
price. However, past performance is more important than price. The

clauses are also incorporated by reference into this solicitation:
52.217-9 Option to Extend the Term of the Contract (NOV 1999) The CO
may extend the contract within 30 days, preliminary notice within 30
days. The total duration shall not exceed five years; 52.216-18
Ordering (OCT 1995) Orders may be issued from date of award through
contract expiration; 52.216-19 Ordering Limitations (OCT 1995) When the
government requires supplies or services covered by this contract in
the quantity of one unit, the government is not obligated to purchase
nor is the contractor obligated to furnish those supplies under the
contract. The contractor is not obligated to honor (1) any order for a
single item in excess of what the purchase order authorizes; (2) a
series of orders from the same orderingoffice within (2) days that
together call for quantities exceeding the limitation in subparagraph
(1) of this section. The contract shall govern the contractor's and
government's rights and obligations with respect to that order to the
same extent as is the order were completed during the contract's
effective period; provided that the contractor shall not be required to
make any deliveries under this contract after five years from date of
award; 52.216-22 Indefinite Quantity (OCT 1995); and 52.219-1 Small
Business Program Representations (MAY 1999). The government may place
orders using the government credit card or by purchase order. By
submitting a proposal to this solicitation offerors are certifying that
their equipment is/will be Year 2000 Compliant. This clause applies to
all systems (hardware, software, and systems comprised of information
technology products) used in performance of this contract. The
contractor shall provide and maintain systems and equipment which are
Year 2000 Compliant. Complete records of all Year 2000 Compliant
inspections performed by the Contractor shall be maintained and made
available to the government during contract performance. If any of the
systems used do not conform with Year 2000 requirements, the
Government will require the Contractor to perform any and all services
necessary to ensure systems and equipment conform with Year 2000
requirements, at no increase in contract amount. The rights of the
Government and remedies described in this clause are in addition to all
other rights and remedies set forth in this solicitation. Specifically,
the Government reserves its rights under the Inspection of Services and
Termination Clauses. The contractor represents that the following
warranty applies to products provided under the resulting contract: The
Contractor warrants that the products provided under the resulting
contract shall be able to accurately process date/time data (including,
but not limited to, calculating, comparing, and sequencing) from, into,
and between the twentieth and twenty-first centuries, and the years
1999 and 2000 and leap year calculations. The duration of this warranty
and the remedies available to the Government for breach of this
warranty shall be as defined in, and subject to, the terms and
limitations of the manufacturer's standard commercial warranty or
warranties contained in this contract or the applicable End User
License Agreement, provided that notwithstanding any provision to the
contrary in such commercial warranty or warranties, the remedies
available to the Government under this warranty shall include an
obligation by the Contractor to repair or replace any such product
whose noncompliance is discovered and made known to the contractor in
writing at any time prior to June 1, 2000 or for a period of six months
following acceptance, whichever is the later date. Nothing in this
warranty shall be construed to limit any rights or remedies that the
Government may otherwise have under this contract. This warranty shall
not apply to products that do not require the processing of date/time
data in order to function as specified in the this contract. Offerors
are to provide their commercial warranty and delivery information with
their proposals. The government's maximum acceptable delivery time is
six months ARO for any order up to 300 units. On any order in excess of
300 units, the maximum delivery will be one year. Offerors are required
to submit product samples (as a kit) and all product literature and
technical information, including specification data sheets, in order
for the government to sufficiently evaluate whether the product meets
the government's need. Offerors shall also provide any awards and/or
certifications to be used for evaluation purposes. Offerors are to
provide the last three current and/or past contract references to
include: Name, address, current phone number and facsimile number, and
contract number. This information will be used to evaluate offeror's
past performance history. Offerors are to submit provision 52.212-3,
Offeror Representations and Certifications-Commercial Items with their
proposal. Offers are due by 03/03/00, 1:00p.m. EST to the address
identified above. Proposals shall be submitted on the Standard Form
1449 with an original and one copy. Facsimile and hand deliveries are
not accepted at any FBI location. This information should be relayed to
