Public Debt intends to award a sole source contract to BMC Software
Inc. of Sugarland, 6901 Rockledge Drive, Bethesda, MD 20817, to acquire
license to the following proprietary BMC DB2 software products: Patrol
DB-Admin KM, Patrol DB-Unload for UDB, Patrol DB-Change Manager for
UDB, Patrol Agent/KM for AIX, Patrol KM for UDB, Patrol Developer
Console for AIX, Patrol Operator Console for AIX, Patrol DB-Change
Manager for UDB Client plus maintenance, new releases and upgrades for
a system life through September 30, 2001. We will consider comparable
products which can be shown to meet the following requirements: 1)
must be compatible with BMC_s DB2 for OS/390, Alter and Unload Plus
software which are run on the mainframe platform; 2) capability to run
on an AIX platform; and 3) interface with IBM UDB V6 or higher.
Alternatives to Patrol DB-Admin KM must meet the following functional
requirements: allow for scheduling maintenance jobs, able to detect job
execution problems, trend analysis, integrate with a change management
type product, and track job status. Alternatives to Patrol DB-Unload
for UDB must meet the following functional requirements: provide better
performance than the IBM export function, integrate with current Admin
tools being used, able to select rows and/or columns for unloads, able
to break output into multiple files, output able to go to different
media, able to handle multiple selects with one operation, and able to
handle different formats for different output files. Alternatives to
Patrol DB-Change Manager for UDB and UDB Client must meet the following
functional requirements: allow for easily creating and modifying UDB
structures, help facility, graphical interface, compatible with
existing tools, generate scripts for the structures and able to operate
associated utilities from the product. Alternatives to Patrol Agent/KM
for AIX, Patrol KM for UDB, Patrol Developer Console for AIX, and
Patrol Operator Console for AIX, must meet the following functional
requirements: detect and view problems SQL, extend databases on
overflow conditions, provide diagnostic log information, provide
alerts, provide for automated discovery, produce DBA type reports (i.e.
buffer pool analysis, locks, table space activities, etc.), report on
the number and status of database connections, provide real-time
information, provide logging information and provide a graphical
interface. All affirmative responses must be in writing, and must be
accompanied by clear and convincing evidence to clearly conform to the
functional requirements outlined above. No solicitation document is
available. A request for documentation will not be considered an
affirmative response. If no affirmation written response is received,
within 15 days after publication of this notice, to the effect that
comparable items(s)/services is/are available, and that it is more
advantageous to the Government than obtaining these items/services
through a sole-source contract with BMC, a sole-source acquisition
