This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only request for proposals and a written solicitation will not be issued. Solicitation Number N00164-00-Q-0070 is a Request for Quotation. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14 and Defense Acquisition Circular 91-13. This requirement is for the purchase and delivery of containerized compressed gases. A complete list of attachments and Statement of Work can be downloaded via the Crane web site at http://www.crane.navy.mil/supply/announce.htm listed under combined synopsis. All contractors must submit a plan to the Contracting Officer outlining how it intends to implement its sales and distribution program at the Crane Division. The emphasis of the plan should be focused on providing a high level of customer satisfaction, customer assistance and customer complaint resolution. The contractor shall be required to assume total ownership of all portable cylinders and all bulk tanks. It is estimated that 85% of the cylinders and tanks are presently within specifications required for continued use. Delivery shall be F.O.B. destination, Naval Surface Warfare Center, Crane, IN and the Glendora Lake facility at Sullivan, IN. With final inspection/acceptance at destination. Orders shall be placed using Government Credit Card on an as needed basis. The contract will be issued as an Indefinite Delivery/Indefinite Quantity with a minimum and maximum order limit established at time of contract award. The contract shall be awarded a five (5) year contract without options for extension of the period of performance. The associated Standard Classification Code (SIC) is 2813.
