conducted under the authority of the Small Business Research and
Development Enhancement Act of 1992. It is designed to provide small
businesses (in cooperation with a non-profit research institution) with
opportunities to compete for federal research and development awards
and to stimulate commercialization of the resulting technology. The
NASA STTR-2000 solicitation technical topics are based on the NASA
Centers of Excellence. This year, they include information technology
at Ames; atmospheric flight operations at Dryden; scientific research
at Goddard; space propulsion at Marshall and rocket engine test
operations at Stennis. The 2000-I STTR Solicitation will identify
specific core technology areas within each of the above-listed topics
that NASA wishes to emphasize. To participate in the NASA STTR program,
firms must have Internet access via the World Wide Web and an e-mail
address. Details and the pre-solicitation announcement of topics can be
found on the NASA SBIR/STTR Home Page at http://sbir.nasa.gov/ . NASA
will issue its Phase I STTR solicitation starting at noon Eastern time
on March 1, 2000. Distribution will be through the above-referenced
Web site. Paper copies of the solicitation will not be distributed. The
STTR document and other program information are accessible on the NASA
SBIR/STTR home page which can be reached at http://sbir.nasa.gov/ .

proposal development and submission are contained in the solicitation.
Proposals are due May 10, 2000 and will be required in both paper and
electronic formats as described in the solicitation instructions.
