The Intelligence, Surveillance, and Integration (ISR) program office requires an operator-in-the-loop (OITL) modeling and simulation (M&S) facility to demonstrate new sensor/display capabilities and to integrate them into the DoD command and control (C2) architecture. This M&S shall also allow analysis of alternatives, CONOPS development, and requirements definition. The Government expects that the following simulation environment exists so new capabilities can be added through this contract action. The contractor will maintain and improve upon this simulation, and support test events providing data collection, analysis, and reporting. The simulation environment needs to replicate an offensive/defensive counter air mission using a variety of threats including enemy fighters, cruise missiles, and ballistic missiles. All targets need changeable radar cross sections at each of the sensor frequencies. At least 100 simulation bodies are desired. The simulation needs to replicate, at a minimum, the Air Force counter air kill chain from surveillance to weapon kill, including an E-3 RSIP AWACS, F-15C, and an AMRAAM AIM-120C missile. The sensors must communicate through a robust Link-16 architecture. The system program offices for each sensor must approve the software models used, and the contractor must be able to make changes to the software models and keep configuration control. The capability for multiple AWACS (2), F-15s (4), and missiles (8 per F-15) is desired. The scenarios need to replicate a variety of geographic theatres with the capability to fly or program the flight paths of all simulation bodies. The simulation will need to run real time with realistic operator interfaces similar to operational aircraft. This includes voice communication on each platform and between platforms. The simulation must be capable of linking to other simulation environments via distributed simulation. The facility must also have a separate evaluation room that provides a "God's eye" view of the scenario and all participants. All sensor displays and crew communications must be capable of being displayed in this room simultaneously. The contractor will need to provide a variety of test support to conduct simulation test events. A data collection capability is required for all sensors and simulation truth bodies. This must include time tagged position, ID, and velocity data for each body from the simulation and each of the sensors. Link-16 message traffic must also be recorded. The contractor will provide test planning, analysis, and reporting expertise to ensure the customer's test objectives are addressed. The period of performance for this effort is five years. The Intelligence, Surveillance, and Integration (ISR) program office intends to negotiate on a sole source basis with The Boeing Company in accordance with 10 U.S.C. 2304c (1) and FAR 6.302-1; Only one responsible source and no other supplies or service will satisfy the agency requirements. Justification for the lack of competition is based on the long-term investment the company has made in their Virtual Warfare Center (VWC). The contractor has made investments exceeding $10M over the last 10 years in the hardware and software development. The facility meets the requirements of this contracting action. Other contractors would have to make immediate investment of substantial company funds, and would still not have similar capabilities in the time frame needed. An Acquisition Ombudsman, Colonel Steven H. Sheldon, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer.
