combined synopsis/solicitation for commercial items prepared in
accordance with the format in Federal Acquisition Regulations document
(FAR) subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation: proposals are being requested and a written solicitation
will be issued. Solicitation number 9T0T645A is being issued as a
request for quotations (RFQ). The solicitation documents and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular (FAC) 97-15. In accordance with FAR 52.216-27 The
Government may elect to award a single delivery order contract or task
order contract or to award multiple delivery order contracts or task
order contracts for the same or similar supplies or services to two or
more sources under this solicitation for: (1) Period of performance of
April 1, 2000 through September 30, 2000; (2) No difference in analog
and digital service pricing; (3) Free dual mode phone; (4) 100 phone
minimum to 800 phones maximum; (5) Discount on accessories; (6) Thirty
(30) second billing in San Diego, CA; (7) Free mobile to mobile
calling; (8) No service activation charges; (9) No long distance
charges; (10) No roaming charges; (11) Free caller identification; (12)
Free call waiting; (13) Free call forwarding; (14) Free no answer
transfer; (15) Free busy transfer; (16) Free conference call; (17) Free
voicemail; (18) Free three-way calling; (19) One year warranty on
equipment and accessories; (20) Service plans to include monthly
insurance; (20) Pooled Minutes Plan $______Per month; ___00 Minutes per
month calling within the U.S.; $_____Per minute for each additional

ability to pull specific reports and provide ad hoc reports as
required; (22) Pricing plan may be changed at any time. The following
factors shall be used to evaluate offers: (1) Technical (a) technical
capability of the item offered to meet the requirements, (b) past
performance and (c) delivery terms-ability to meet required delivery
schedule and (2) Price. Evaluation of past performance shall be based
on information provided by the offeror and any other information from
other sources. Award will be made to the responsible offerors whose
proposals, conforming to the RFP, will be most advantageous to the
Government resulting in the Best Value, cost or price and ability to
meet service requirements. Type of Contract(s): A firm fixed price
definite quantity, definite delivery contract or a firm fixed price
multiple award definite quantity, definate delivery contracts shall be
awarded. The provision at FAR 52.212-1, Instructions to Offerors,
applies to this acquisition. The offorer shall include a completed copy
of the provision at FAR 52.212-3, Offeror Representations and
Certifications_Commercial Items, with its offer. The clause at FAR
52.212-4 contract terms and Conditions-Commercial Items, applies to
this acquisition. In addition to the guidance contained in FAR
52-212-4, contractors shall submit proof of delivery with their
invoices. Proof of delivery may be in the form of a bill of lading or
other shipping document signed by the receiving office. Invoices
received without proof of delivery will not be accepted. The clause at
FAR 52.212-5, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders-Commercial Items, applies to this
acquisition. Quotes shall be e-mailed to the Contracting Officer Joe
