smithmk@spawar.navy.mil. DESCRIPTION OF WORK: This is a Sources Sought
Synopsis. Space and Naval Warfare (SPAWAR) Systems Command is seeking
sources to provide hardware maintenance and Life Cycle Maintenance
(LCM) for the Multilevel Mail Server (MMS) system for the Defense
Message System (DMS). The MMS provides Department of Defense (DoD)
organizations with a secure, DMS compliant and approved dial-in service
for receiving and transmitting Unclassified through Top Secret
organizational messages. The MMS allows a subscriber to exchange
traffic with Service Telecommunications Center via a Secure Data Device
(SDD), STU-III and approved Automated Digital Network (AUTODIN)
subscriber terminal. The hardware for MMS consists of two
mini-computers (primary and backup) and multiple hard disk drives. The
operating system used is UNIX System V with Multi-Level Secure (MLS)
enhancement (B1 level ratings). SIC is 7379. Should technically
qualified/capable small businesses or 8(a) contractors respond, this
requirement will be considered a 100% small business or 8(a) set aside.
Expected period of performance for this task is 12 months with four
additional priced options for 12 months each. Anticipated release date
for any resultant solicitation is 15 March 00. This is not a request
for proposals, and in no way obligates the government in an award of
any contract. This sources sought synopsis contains the most current
available information. This information is subject to change at any
time. Interested parties shall be able to provide Live Site Support to
include: a. Availability for Hotline live-site technical support calls
via an 800 number on a 7 day, 24 hour basis. b. Available to travel to
MMS sites to resolve emergency support issues that could not be
satisfied via telephonic support. MMS sites are: (1) Norfolk, Virginia
(3 sites) (2) Jacksonville, Florida (3) Washington, DC (2 sites) (4)
Indian Head, Maryland (5) Brunswick, Maine (6) Roosevelt Roads, Puerto
Rico (7) Pensacola, Florida (8) Corpus Christi, Texas (9) Wahiawa,
Hawaii (2 sites) (10) Guam (11) Yokosuka, Japan (12) San Diego,
California (2 sites) (13) Puget Sound, Washington (14) Naples, Italy
(15) London, England c. Provide emergency hardware maintenance support
on a 5 day, 9 hour basis to all the MMS sites. d. Timely response and
delivery of all required repair components. e. Personnel performing
site visits must have a minimum of a TOP SECRET security clearance. All
other portions of the task are UNCLASSIFIED. Interested parties are
invited to respond to this Sources Sought Announcement by providing in
writing, at a minimum, the following: a. Company brochure, if
available. Include areas of expertise, company size and locations of
facilities (1 page maximum). b. Demonstration of the offeror's
development, technical knowledge and experience of the MMS, DMS, and
AUTODIN systems (1 page maximum). c. Demonstration of the offeror's
ability to provide support in the technical areas described above,
including corporate experience in fulfilling similar requirements for
the Government (2 page maximum). d. Proposed technical expertise and
applicable background for this task (1 page maximum). Based on this
letter submission, interested parties will receive information that
further amplifies any resultant solicitation. Interested parties may
submit this letter anytime after the release of this source sought
