radim@spawar.navy.mil. DESCRIPTION OF WORK: This is a sources sought
synopsis. Space and Naval Warfare Systems Command (SPAWAR) is seeking
sources to provide hardware and software maintenance and Life Cycle
Maintenance (LCM) for the Automatic Digital Network (AUTODIN) Nova
Systems. Nova is the U.S. Navy's messaging system that interfaces with
the AUTODIN network to receive, store, and forward high volumes of
message traffic at user commands. The system, based entirely on
commercial off-the-shelf (COTS) hardware, is fully automated and menu
driven. Nova, using UNIX based workstation technology, was used to
replace the mainframe-based Local Digital Messaging Exchange (LDMX)
system. The Nova system is comprised of dual redundant systems composed
of UNISYS U60000/65 i486 based with UNIX SVR 4 operating systems. It
includes two mass storage cabinet hard drives (2 Gigabyte per drive).
Network connectivity is via a Local area Network (LAN) and SIPRNET. SIC
code is 7379. Should technically qualified/capable small businesses or
8(a) contractors respond, this requirement will be considered a 100%
small business or 8(a) set aside. Expected period of performance for
this task is 12 months with four additional priced options for 12
months each. Anticipated release date for any resultant solicitation is
15 March 00. This is not a request for proposals, and in no way
obligates the government in an award of any contract. This sources
sought contains the most current available information. This
information is subject to change at any time Interested parties should
be able to provide Live Site Support to include: a) Availability for
Hotline live-site technical support calls via an 800 number and pager
on a 7 day, 24 hour basis. Support includes training, hardware,
software and operations for all Nova sites b) Available to travel to
Nova sites to resolve emergency support issues that could not be
satisfied via telephonic support. Nova sites are: 1) Norfolk, Virginia
(3) 2) Jacksonville, Florida 3) Puget Sound, Washington 4) Yokosuka,
Japan 5)Wahiawa, Hawaii (3) 6) San Diego, California (2) 7) Naples,
Italy (2) 8) Washington, DC 9) Indian Head, Maryland c) The contractor
shall provide emergency maintenance support on a 7 day, 24 hour basis
to all the Nova installations. d) The contractor shall develop
software corrections and upgrades on Contractor Furnished Equipment
(CFE) (i.e. a standard Nova system and will install software
corrections and upgrades (referred to as patches). The contractor shall
provide LCM support towards the correction of software anomalies as
identified by the Software Change Proposal (SCP) process. e) The
contractor shall develop, install, test and deliver upgrades to the
environmental software (UNIX, MassCab Administration and Volume
Manager). The contractor shall provide hardware and software support as
directed by the TPOC in support of all Nova related systems and
functions in order to ensure the continued operability of the Navy's
NTS. Interested parties are invited to respond to this Sources Sought
Announcement by providing in writing, at a minimum, the following: a)
Company brochure, if available: Include areas of expertise, company
size and locations of facilities. (1 page maximum) b) Demonstration of
the offerer's development, technical knowledge and experience of the
Nova, DMS, AUTODIN systems. (1 page maximum) c) Demonstration of the
offerer's ability to provide support in the technical areas described
above, including corporate expertise in fulfilling similar requirements
for the government. (2 page maximum) d) Proposed technical expertise
and applicable background for this task (1 page maximum). Based on this
letter submission, interested parties will receive information that
further amplifies any resultant solicitation. Interested parties may
submit this letter any time after the release of this sources sought
