Engineering and technical services for PACAF C4I and wargaming systems
to include, but is not limited to, contractor/customer interface at
user and technical levels, systems engineering, systems integration,
systems interoperability studies, systems research, system integration
studies, system troubleshooting, fault isolation, system/program
analysis, web administration, system/program design/development,
configuration management, system testing, acceptance testing, system
requirement reviews, system evaluation, network and system
administration, database management, system
accreditation/certification, exercise support, training, preparation of
formal technical recommendations and presentations and implementation
of corrective actions for Government and commercial-off-the-shelf
computer and telecommunications systems hardware, software and
firmware. The hardware remedial maintenance effort will include
equipment repair, preventative maintenance, installations,
de-installations, and relocations of the following classified and
unclassified equipment associated with the systems described below: C4I
workstations and peripherals (printers, scanners, etc), servers,
personal computers and peripherals, routers and bridging equipment,
magnetic and optical storage media devices, communications and
networking equipment, and audio visual & surveillance camera equipment.
Interested parties must: (1) demonstrate the full range of experience
necessary to support and manage overseas operational sites in the
Pacific; (2) demonstrate the ability to provide on 1 Oct 00, adequate
numbers of qualified technical personnel and subject matter experts to
meet the mission requirements; (3) have current and expert knowledge
in the Theater Battle Management Core Systems (TBMCS) and its
associated sub systems and interfaces, the Global Command and Control
System and its associated sub systems and interfaces, the Contingency
Theater Automated Planning System (CTAPS) and its associated sub
systems and interfaces, the Combat Intelligence Systems (CIS) and its
associated sub systems and interfaces, the Wing Command and Control
System (WCCS) and its associated sub systems and interfaces, the
Command Mapping System (CMS), Air Force Mission Support System (AFMSS),
the Tactical Aircrew Scheduling and Aerospace Management System
(TASAMS), the Defense Messaging System (DMS), JWICS _ Joint Worldwide
Intelligence Communications System (JWICS), Command and Control
Information Processing System (C2IPS), and, the Air Warfare Simulation
(AWSIM) and its associated sub, peripheral and ancillary simulations,
communication systems and interfaces; (4) currently possess a TOP
SECRET facility clearance and adequate personnel cleared at SECRET (the
minimum for all personnel) and TOP SECRET/Special Compartmented
Information (SCI) level (required at some of the operational sites);
(5) have current corporate experience in supporting and maintaining
large server based network systems; (6) have technical staff with
hands-on experience in UNIX, NT, Windows, VMS, web management and
programming, Oracle, Sybase, ASTERIX, PERL, X-Windows, Shell
Programming (C and Borne), C Language, MOTIF, NT Server, NT
Workstation, CISCO Routers and switches, TASDAC Routers; (7) have
comprehensive, in-depth experience with Network Protocols, TCP/IP
Application Services,, DECNet and Local Area Transport (LAT) protocols,
Distributed Interactive Simulation (DIS) networks, TELNET, Network
Encryption Systems (NES_s), Router and Bridging Technology,
Communications Support Processors (CSP), Message Security Filter
technology, X.25 Packet Switching Services, and Defense Message System
(DMS); (8) have comprehensive and expert experience in Network System
Administration and troubleshooting; (9) have current and in-depth
experience with the SUN Ultra 1/2/Enterprise (or later) models of the
SUN Computer System; (10) staff with experience in verbal and written
translation of military and computer/telecommunications in the Hangul,
Japanese and Thai languages as a minimum; (11) have experience and
in-depth understanding of Microsoft operating systems software (NT,
Windows 98 _ 2000); and (12) have current and in-depth experience in
the integrated application of simulations and their data bases for the
exercise of air operations center processes and C4I systems. The
contract performance period is anticipated to run from 1 Oct 00 through
30 Sep 01, with four option years. Performance will take place at
various PACAF and CONUS installations. This is an unrestricted
