soliciting names of United States construction or International
construction firms, interested in submitting an offer on the project
described below. To be considered, a US construction firm, the firm
must: perform construction as a significant portion of its business; be
incorporated and have its corporate headquarters in the United States;
have filed corporate and employment tax returns in the United States
for a minimum of two (2) years; have paid any taxes due as a result of
these filings; employ United States citizens in key management
positions. Joint Ventures with US construction firms are evaluated as
US construction firms. Offerors that do not qualify as US construction
firms are evaluated by adding twenty (20) percent to the offer.
Project magnitude is between $25,000,000.00 and $100,000,00.00. Award
will be made on a firm-fixed price basis only. PROJECT SCOPE: The
project scope includes the construction of the New Operations Control
Center at the US Naval Support Activity in Manama, Bahrain. The project
consists of two phases to be awarded in a single contract. Phase I will
be awarded in the basic contract with Phase II as an optional bid item
to be awarded subject to the availability of funds. The Operation
Control Center is a multi-story, blast resistant concrete building on
pile foundations with blast resistant windows, reinforced concrete
floors and roof, backup generator, UPS power system and extensive
raised flooring. Exterior work includes roads, adjacent parking, a
parking sunshade and connections to existing utilities. CONTRACT
PROCEDURES: Hard copies of both a technical proposal and price proposal
are required. At a minimum, proposals will be evaluated in the
following areas: (1) reasonableness of price IAW. DFARS 252.236.7010,
(2) past performance; (3) experience; (4) knowledge of project. This
Request for Proposal (RAP) will be issued to construction contractors
only. Tentative date for issuance is 16 March 2000. Tentative date for
receipt of proposals is 16 May 2000. A site visit will be conducted in
Bahrain on or about 16 April 2000. Construction period is approximately
33 months. Construction firms interested in receiving this solicitation
