The purpose of this announcement is express the intent of the U.S. Army Corps of Engineers, Omaha District to conduct presolicitation dialogue with industry concerning the Guaranteed Fixed Price Remediation (GFPR) Initiative. The major components of GFPR include the following: Firm-Fixed Price Contract, Underwriter Protection for the Government, Performance Based Statement of Work, Site Specific Acquisition, and Cradle-to-Grave Concept. This initiative is an Army pilot project to award contracts to remediate environmental contamination at selected Army sites based on a firm-fixed price. Prospective offerors and other interested parties are asked to provide feedback on similar types of projects conducted in the private sector, similar types of projects conducted with other Government agencies, and any relevant information which would improve the Government's understanding of this process. Upon receipt of your statement of interest, a meeting (either one-on-one meeting in Omaha or telecom meeting) will be established with the appropriate Government personnel during the period from 14-25 February 2000. Please note that 21 February 2000 is a federal holiday; therefore, no meetings will be scheduled on that day.
