Invitation for Bids for the construction of KC-135 APRON
EXTENSION-PHASE I, GRANDFORKS AFB, ND. Bids will be opened on or about
23 March 2000. THIS SOLICITATION IS UNRESTRICTED AND OPEN TO LARGE AND
SMALL BUSINESS PARTICIPATION. Contractors interested in visiting the
site should contact the Grand Forks Resident Engineer, U.S. Army Corps
of Engineers, 7th & Holzapple, Bldg. 214, Grand Forks AFB, Telephone:
(701) 594-5016/5575. FAX (701) 594-5526. DO NOT submit requests for
plans and specifications to the site visit personnel listed above. See
"Ordering" below. THE WORK WILL INCLUDE THE FOLLOWING: This project
consists of extending the KC-135 parking apron with new infrastructure
to support assigned aircraft. Project includes adding KC-135R parking
spaces, installing JP-8 fuel piping to fuel outlet/refueling pits,
relocating existing fuel isolation and maintenance vaults, and
installing water lines and fire hydrants.(APPROX. QUANTITIES)Sawcut 2"
asphalt pavement: 300 LF, Sawcut 24" concrete pavement: 190 LF, Remove
2" asphalt pavement: 7,528 SY, Remove 24" concrete pavement: 60 SY,
Install 3" asphalt pavement: 6,000 SY, Install 12" reinforced concrete
pavement: 55,600 SY, Remove 36" RCP storm drain line: 640 LF, Install
6" subdrain pipe: 4,400 LF, Install 15" RCP up to 42" RCP storm drain
lines: 2,000 LF, Remove 12" stainless steel fuel pipe: 640 LF, Install
12" stainless steel fuel pipe: 3,735 LF, Install 8 hydrant fuel pits.
Install 4 concrete isolation vaults w/valves and rolling pit lids.
Remove 1 concrete isolation vault w/valves and rolling pit lid. Site
utility work includes new exterior lighting, electrical manholes, and
communication lines. Earthwork includes cut and fill and removing
46,000 CY of excess soil, and seeding the disturbed areas. The
estimated construction cost of this project is between $7,500,000 and
$10,000,000. Contractor's Quality Control will be a requirement in this
contract. Large business concerns submitting bids for services
exceeding $500,000 or for construction exceeding $1,000,000, shall
comply with Federal Acquisition Regulation 52.219-9 regarding the
requirement for a subcontracting plan. The U.S. Army Corps of Engineers
considers the following goals reasonable and achievable for fiscal year
2000: (a) Small Business:61.2% of planned subcontracting dollars.(b)
Small Disadvantaged Business:9.1% of planned subcontracting dollars. c)
Women Owned Small Business: 5.0% of planned subcontracting dollars. The
Contractor will be required to commence work within 10 days after
notice to proceed and complete the work 540 calendar days after receipt
of Notice to Proceed. Provisions will be included for liquidated
damages in case of failure to complete the work in the time allowed.
Performance and payment bonds will be required. The plans and
specifications are available on Compact Disk (CD-ROM) and will be
provided free of charge. It has been determined that the number of
Compact Disks be limitedto one (1) per firm. Plans and Specifications
will not be provided in a printed hard copy format. Contractors may
view and/or download this project from the Internet at the following
