General Accounting Office has a requirement for data or data services
relating to the U.S. domestic and international aviation systems. This
is a combined synopsis/solicitation in accordance with the format in
FAR subpart 12.6, as supplemented with additional information included
in this notice. This announcement constitutes the only solicitation.
This is a Small Business Set-Aside. Proposals are being requested.
Solicitation No. OAM-2000-N-0018 identifies the Government's Request
for Proposal (RFP). Federal Provision 52.212-1 -- Instructions to
Offerors -- Commercial Items applies to this acquisition. Offerors must
include a completed copy of FAR provision 52.212-3 -- Offeror
Representations and certifications-Commercial Items with their offer.
The following clauses also apply to this synopsis/ solicitation: FAR
52.212-5 -- Contract Terms and Conditions Required to Implement Statues
or Executive Orders -- Commercial Items, 52-212-4 -- Contract Terms and
Conditions-Commercial Items, Conditions. Offers will be evaluated in
accordance with FAR Provisions 52.212-2, Evaluation of Commercial
Items, price and other technical factors considered. FAR Provision
52.215-18, facsimile proposals applies. We anticipate award of a
contract for a base period (FY-2000) and four one-year option periods
(FY-2001, FY-2002, FY-2003 and FY-2004). The U.S. General Accounting
Office (GAO), the investigative branch of the U.S. Congress, seeks data
or data services relating to the U.S. domestic and international
aviation system. GAO needs access to these data so that it can respond
to requests from the Congress that GAO examine various aspects of the
nation's air transportation system. More specifically, the data sought
by GAO are those reported by U.S. and foreign air carriers to the U.S.
Department of Transportation (DOT), as required by U.S. regulations.
Data Needs and Requirements: In general, GAO needs data to analyze the
supply and demand for air travel. GAO must be able to do these
analyses at various levels of aggregation (e.g., operational and
financial performance of specific types of aircraft in specific
markets, or total passenger enplanements in a given world area code
over time). The data provided should include time-series data ranging
from 1977 or 1978 to the present. Vendors must be able to update
current data periodically (monthly or quarterly). The data should
include, but not be limited to, all data reported to DOT by air
carriers certificated to operate in the U.S. as required by federal
regulations. Data provided to DOT under regulation by foreign air
carriers should also be included. The data should cover, at a minimum,
the following: * domestic passenger origin and destination data, *
international passenger origin and destination data, * U.S. airline
departures and passenger loads at U.S. airports, * financial and
summary traffic data for U.S. air carriers, * domestic U.S. airline
origin and destination information by itinerary-level detail, and
*international U.S. airline origin and destination information by
itinerary-level detail. More specifically, the data provided should
include the following elements. * O&D survey data reported in DOT and
recorded in databases DB1A and DB1B; * T-1 Traffic Statistics; * T-2
Traffic Statistics; * T-3 Airport Statistics; * T-100 Market and
Segment Data; * Form 41 Financial Data; * 298C T-1 passenger data; *
data on international origin and destination data, showing the
passenger traffic, marketing and operating air carrier, and airport of
entry or exit ("gateway airports"); * Other relevant data (e.g., great
circle distances between airports, all U.S. and international airport
with name and Federal Aviation Administration location identifier, all
U.S. and foreign air carriers, and all aircraft). Additionally, on
occasion, GAO has found that particular projects require access to
unaggregated passenger origin and destination data (i.e., DOT's O&D
survey data). The vendor should be able to provide GAO with access to
that data on an as-needed basis. Those data should be corrected so that
(1) reporting errors and inconsistencies are removed (see below for
additional information on data quality requirements), and (2) the data
are consistent with the aggregated origin and destination data. Vendor
Support/Technical Assistance: The vendor should make staff available --
either in person, by telephone, or via other electronic means of
communication -- to respond to questions from GAO staff regarding both
the data and the software used for analysis. Data quality: To the
greatest extent possible, vendors must provide data of the highest
possible quality. The vendor should correct reporting errors and
inconsistencies. The vendor must be able to document steps taken to
ensure data accuracy, including any and all revisions made to those
data that air carriers originally reported to DOT. System Requirements:
The data must be provided in machine-readable format. It may be
accessible either on-line or provided on CD and/or diskette. Analysts
must be able to access the data either on individual personal computers
or off GAO's network. The vendor must provide software through which
analysts can access and analyze the data. This software must be
compatible with a Microsoft Windows environment. Analysts must be able
to produce outputs in various formats, either in machine-readable
text, database, or spreadsheet formats. Additionally, outputs must be
writeable to file, screen, or printer. Evaluation Criteria: The
Government will make award to the responsible firm whose offer conforms
to the task order and is most advantageous to the Government. Technical
factors and cost or price will be considered. Proposals will be
evaluated by applying the criteria with the following relative weights:
A.Demonstrated Ability of Contractor to Perform the Work (40 points)
Demonstrate the relevance and adequacy of corporate experience as
related to the tasks to be performed under this task order. Firms
should address their experience with providing aviation data and
analyses.Firms should also address the ability to meet timeframes and
recent successful experience in completing similar work. References
(name(s) and telephone number(s) of contacts) must be provided for at
least three clients with similar data or analytic service needs. For
each client listed, firms should describe data and/or services
provided. B.Information on how Quality of Data and/or Analysis Ensured
(25 points) Provide description of any alterations or revisions made
to data submitted by air carriers to DOT, along with justification for
doing so. C.Ability to Provide Data and/or Analysis in a Timely Manner
(20 points) Describe when the firm can begin providing the requested
data and/or analysis, when updates will be provided, and format in
which data and/or analysis will be provided. D.Qualifications of
Proposed Staff (15 points) For key staff, describe the relevant
qualifications as demonstrated by employment history, educational
attainment, and specific accomplishments on similar projects. Proposals
