99 -- TRAVEL MANAGEMENT SOFTWARE AND MAINTENANCE SERVICES SOL OAM-2000-N-0013 DUE 022500 POC Harold Miles (Contract Specialist) 202/512-3607 The U.S. General Accounting Office (GAO) is responding to a question received regarding the January 11, 2000, Commerce Business Daily Announcement for Travel Management Software and Maintenance Services. Question: "I am inquiring as to the difference between (and definitions of) line items one and two of the GAO Solicitation OAM-2000-N-0013." Response: The U.S. General Accounting Office (GAO) requirements as stated in the January 11, 2000 CBD notice are 1. Travel Manager Software, 2. Site License for Travel Manager Software, and 3. Maintenance for Travel Manager Software. Also, as stated in the CBD notice "the Travel Management Software License must provide access to the travel application for GAO's entire workforce of 3500 staff and support the processing for approximately 15,000 trips per annum". Given this requirement, GAO recognizes potential differences in offeror's pricing strategies; some offerors may propose a single site license cost, and other offerors may propose a software license cost per person or per workstation and any other pricing scheme. Alternatively, both strategies may be proposed and award would be made on the most cost effective solution that is most advantageous to the Government, cost or price and other factors considered. The inclusion of these two line items in the solicitation does not mandate that they both be completed. GAO identifies this line item structure to give offeror's maximum pricing flexibility.
