Ordnance Disposal Technology Division is interested in technologies
that will enable development of a portable diver-held multi-beam
detection and imaging sonar with a visual display. To bring multi-beam
imaging into an operationally useful form for divers, the thrusts of
this effort will be to 1) Develop low power electronic beamforming
technology and 2) Demonstrate developed technology in the form of
diver-held test sonar with a visual display. Proposals in either or
both of these thrusts will be considered. One particular area of
interest is in improving the performance of the existing single beam
EOD equipment without significantly enlarging the current unit (4.5"
diameter, 12.5" long cylinder) or decreasing the mission time below ten
hours (or four hours with quick disconnect battery). Beyond adding
multiple beams and a visual display, performance enhancements might
include 1) One degree of horizontal resolution over a 60 degree FOV for
detection, 2) having a low frequency (eg.800 kHz) detection mode for
ranges out to 60 meters and a higher frequency classification mode (eg
1500 MHz) for use at lesser range scales, 3) providing a VGA video
output to optionally drive a surface line or heads-up display. It is
expected that the primary focus of the technology development would be
in the low power beamformer and electronics. This is not intended to
be an effort to improve battery power densities. A recommended program
approach is to conduct a phase one technology development program
resulting in a diver-held test unit for laboratory and operational
testing by the EOD community with minimal investment. This could be
followed by an optional phase two to refine the test unit design for
operational use. Proposals should be broken into two volumes, a cost
proposal and a technical proposal. Technical proposals are limited to
fifteen pages and should include the following items: (A) Cover page,
clearly labeled "Proposal", including BAA title and date, title of
proposal, administrative and technical points of contact along with
telephone and fax numbers; (B) Technical Description, to consist of
clear discussions of the concept and associated technologies being
proposed, development objectives of the proposed effort, major
technical issues to be resolved to accomplish objectives (a power and
volume budget are of major interest), approaches to resolving these
issues, and a clear description of and schedule for demonstration of
the development; (C) Statement of Work to include deliverables; (D)
Managerial Description, to include partnering arrangements if any, list
of key personnel, specific prior experience of offeror in the
technology areas addressed, facilities, and a plan of action with
milestones. A one-page curriculum vitae for the Principal Technical
Investigator, Project Manager, and other key personnel should be
submitted. The vitae will not count toward the fifteen page limit.
Evaluation factors. (1) Overall scientific and technical merits of the
proposal; (2) Relevance and contributions of the effort to the EOD
mission; (3) The offeror's capabilities, related experience,
facilities, techniques or unique combinations of these which are
integral factors for achieving the proposal objectives; (4) The
qualifications, capabilities and experience of the proposed Principal
Investigator, team leader and key personnel who are critical in
achieving the proposal objectives; (5) Realism of the proposed cost and
