Directorate proposes to acquire on an other than full and open
competitive basis a program entitled, "Aviation Parts Marking
Demonstration". The objective of this program is to demonstrate the
techniques and processes required to effectively track major aircraft
components for a fleet of aircraft using Automated Identification
Technology (AIT). This program will use the CH-47F Engineering
Manufacturing Development (EMD) aircraft to determine parts marking
requirements, develop processes for marking and tracking parts and
define the information technology required to support these processes.
The program will mark parts on both of the CH-47F EMD aircraft then
demonstrate real-time fleet configuration management and interface to
an automated maintenance information system. It is anticipated that the
program will be conducted in two phases: Phase I Marking and Process
Requirements, Design Review, Parts Marking and Configuration Database
Development. Phase II Maintainer Demonstration, and Fleet Tracking
Demonstration. The effort will consist of an 18-month technical effort.
A noncompetitive acquisition to Boeing Defense & Space Group,
Helicopters Division (BH-PHL), Philadelphia, Pennsylvania is intended
pursuant to 10 U.S.C. 2304 (c)(1). Boeing is deemed to be the only
responsible source. It is the developer and sole supplier of the CH-47F
aircraft. It is the only known source possessing the design,
development, and manufacturing knowledge necessary to successfully mark
the flight critical components of the aircraft. Only Boeing has the
knowledge to determine an optimum list of components to be marked, the
location of marks on the parts, and the level to which assemblies or
subassemblies must be tracked. Detailed manufacturing data is required
on the component material, coating, finish and usage environment. All
responsible sources may submit a proposal, which will be considered by
this agency. This acquisition will be conducted using Alpha Contracting
techniques; therefore aformal solicitation for this program will not be
