plans to issue a Request for Quotation (RFQ) for a Research and
Development effort on Development of Nonlinear Structural Analysis and
Sensitivity Modules for a Coupled Computational Fluid Dynamics
(CFD)-Finite Element Models (FEM) Analysis and Design Procedure. This
procurement involves the development and implementation of approximate
nonlinear FEM to describe the static response of composite,
laminar-material, structural components. These computational models
(for both analysis and sensitivity analysis with respect to material,
size, and geometry) are to be coupled with nonlinear CFD analysis and
sensitivity analysis codes to provide a multidisciplinary tool for
smart nacelle analysis and design via active shape control. This
requirement will be accomplished in two phases. The basic requirement
for year 1 (analysis) and option 1 will be for year 2 (sensitivity
analysis). This procurement is being conducted under the Simplified
Acquisition Procedures (SAP). NASA/LaRC intends to purchase theitems
from Old Dominion University Research Foundation (ODU), based on unique
services available from only one source. ODU has gained unique
knowledge and capabilities by performing on previous Grants, contracts,
and purchase orders which related with the conception, initiation,
development, and demonstration of 1-D, 2-D, and 3-D Simultaneous
Aerodynamic Analysis & Design Optimization procedures and the
formulations of 3-D direct-differentiation and alternate Simultaneous
Aerodynamic & Structural Design Optimization procedures. All of these
procedures are non-conventional optimization techniques utilizing high
fidelity CFD and FEM approximations. ODU is the only source that has
these unique experiences. It would require substantial duplication of
effort and money in order for another source to perform this task, and
these costs are not expected to be recovered through competition. The
Government does not intend to acquire a commercial item using FAR Part
12. See Note 26. Interested organizations may submit their capabilities
and qualifications to perform the effort in writing to the identified
point of contact not later than 4:30 p.m. local time on February 23,
2000. Such capabilities/qualifications will be evaluated solely for the
purpose of determining whether or not to conduct this procurement on a
competitive basis. A determination by the Government not to compete
this proposed effort on a full and open competition basis, based upon
responses to this notice is solely within the discretion of the
government. Oral communications are not acceptable in response to this
notice. All responsible sources may submit an offer which shall be
