United States Army Tank-automotive and Armaments Command-Warren
(TACOM-Warren) will be issuing Request for Proposal (RFP) for the
acquisition of Level of Effort hours (1,500 basic effort, one option
for 67,120 and four additional options of 68,620 hours each) which will
be utilized to assist the Vetronics Technology Area (VTA)in designing
and maintaining existing and future systems within the technology
center. The requirement includes system requirements definition, system
design, system fabrication, software development, system integration,
system testing, system maintenance, system enhancement, conduct of
experiments, and software process engineering. The selected contractor
will maintain and upgrade VTA labs including the Vetronics Simulation
Facility (VSF) and the Vetronics System Integration Laboratory (VSIL).
The contractor will also develop and implement new applications for
existing VTA laboratory tools and new vehicle systems. The work will be
controlled by work directive. This solicitation will be issued on a
full and open competition basis. This effort will be awarded as a
Cost-Plus-Fixed-Fee (CPFF) contract. This is a five year effort. As of
15 March 1999, solicitations have been issued in electronic format
only. This solicitation will be posted to our web site at
http://www.tacom.army.mil/acqcen/research/researchproc.html on
approximately 1 Mar 00. Interested parties are encourages to check the
web site frequently for availability of the RFP. No other notice of
RFP release will be given All solicitations issued after 1 Apr 1999
require offerors to submit offers paperlessly: only electronic format
will be accepted. Contractors are required to submit their response in
one of the following electronic mediums: via 100 megabyte Zip*-disk,
e-mail, 3 1/2 inch disk, or 650 megabyte CD ROM. Offers/bids are to be
emailed to Offers@tacom.army.mil. Do not email offers to the buyer.
The subject line of the email submissions must read
"Offer-DAAE07-00-R-L007 Closes (Insert date for receipt of offers from
the RFP)". Maximum size of e-mailed offers shall not exceed 3.5
megabytes. Compressed files must be self extracting and have
appropriate instructions to open. Hard copy responses will not be
accepted. Please make sure this agency has been furnished with the
following additional information: The SF33 cover sheet filled out,
Section K (Representations, Certifications and Other Statements of
Offerors), CAGE, Company Name, DUNS Number, and the email address for
your point of contact. All offerors must be registered in the Central
Contract Registry prior to receiving any award. See the website

how to register. The estimated release date of RFP DAAE07-00-R-L007 is
1 Mar 00 and the estimated closing date for Receipt of Proposals is 14
