FSA-R-0008-00DC DUE 032400 POC Verle Malik Personal services contract
for operation analysis support of the Arkansas State Office. The
support includes development and implementation of a corrective action
plan that address issues identified during an on-going Office of
Inspector General (OIG) audit and internal task force report of Jackson
County operations. The contractor will monitor the corrections to the
United States Department of Agriculture, Farm Service Agency (FSA) farm
records, specifically providing guidance on the reconstitution and
payment limitation records. The contractor will work with the County
Executive Director (CED) to develop corrective action plans, specific
staff assignments and future monitoring plans. The contractor will work
with the CED and State Executive Director (SED) to ensure all
appropriate corrections are made. The contractor shall provide monthly
reports on work performed and action taken, and may be tasked similar
work for other FSA State Offices during the one year period of
performance. It is proposed that this contract be awarded on a
sole-source basis to Elnora C. Dooms-Boe of Pine Bluff, Arkansas.
Unique capabilities include extensive knowledge of FSA's county, state
and national operations. Ms. Dooms-Boe has the unique experience of
having been a CED in a Arkansas county, a regional supervisor for
Arkansas and other southeastern state offices, and a supervisor of all
field and state operations nationwide. Ms. Dooms-Boe has over 30 years
experience with Arkansas agriculture, Arkansas farm producers, FSA farm
programs (specifically reconstitutionsand payment limitations), FSA's
farm record system, and FSA's workload system. Ms. Doom-Boe has the
unique experience of creating, developing, and being personally
involved in implementing the State Office Review Program. Ms. Dooms-Boe
has many years of experience in writing corrective action plans for
field offices. Ms. Dooms-Boe is uniquely experienced at the field and
national level in the monitoring of the quality, accuracy and
