C -- ARCHITECT/ENGINEERING SERVICES AT JAMESTOWN ISLAND, VIRGINIA DUE 030900 POC JTP/Elizabeth Kostelny, APVA, (804) 648-1889 The National Park Service (NPS) and the Association for the Preservation of Virginia Antiquities (APVA) are seeking Architectural and Engineering (A/E) services to develop programmatic design alternatives and an Environmental Impact Statement for the redevelopment of Jamestown Island, Virginia. Redevelopment to include a mixture of new construction and rehabilitation and re-use of structures on Jamestown Island and along the Colonial Parkway. Background: Jamestown Island (approximately 1500 acres) includes property owned by the NPS and APVA. NPS's property is part of the Colonial National Historical Park, which also includes Yorktown, several other sites, and the 23-mile Colonial Parkway, which connects Yorktown, Williamsburg and Jamestown. NPS and APVA have co-managed the Island since the 1930's and are fully collaborating on this redevelopment project. Jamestown is significant as the first permanent English Settlement in the New World and is commemorating its 400th anniversary in 2007 with a national/international program of events and activities. Project Description: The first phase of this project will commence immediately and is expected to encompass the preliminary elements of Title 1, including: 1) Developing program alternatives and cost estimates with input from the NPS and APVA staff and management, Jamestown interest groups, and the general public; and 2) Completing an Environmental Impact Statement of the alternatives in compliance with the National Environmental Policy Act (NEPA) and Section 106 of the National Historical Preservation Act. The product of this phase of the project will be a Development Concept Plan and Environmental Impact Statement for Jamestown Island. Subsequent Work: Subsequent work on this project will be dependent upon funding to be raised through a combination of public and private initiatives. This additional work will, subject to the availability of funds, include the balance of Title I (Schematic Design) and Titles 2 and 3 (Design, Construction Documents and Supervision). The work will include the new construction and rehabilitation of structures at Jamestown for: visitor orientation, information and services, such as food service, museum shop, and bicycle rental; collections storage and curatorial services, research and educational programs; administration; site design and outdoor interpretation, exhibits and signage; pedestrian and bicycle trails; parking lots; boat docks; and road work. The entire project will encompass structures and site elements at Jamestown Island and along the entire Colonial Parkway. Treatment of existing structures will involve preservation, conservation and adaptive reuse, based on sustainable design principles. Included in the scope of the project are architectural, engineering and landscape planning and design, interpretive and exhibit planning and design, transportation planning, natural resource (biology, zoology, botany) preservation and management, cultural resource (history, archaeology, anthropology) preservation and management, HVAC, electrical, fire detection/suppression, intrusion detection, life safety code enforcement, and ADA design. Total construction costs, including exhibits, are estimated to be approximately $60 million. Evaluation Criteria: 1. (30%) Qualifications and experience of key individual team members for the work required. Emphasis will be placed on the experience of team leaders, including subcontractors, involved in the major areas of work: e.g., site planning, project historic architect, architecture, structural and mechanical engineering, civil/traffic and graphic design. Special experience is needed in the areas of NEPA and Section 106 compliance relating to historic structures and sites; architectural preservation/conservation treatment (including archaeological concerns); hydrological and storm water runoff issues; and sustainable design practices; 2. (20%) Qualifications and demonstrated capacity to put together a team of experts and to direct and coordinate their work; demonstrated experience in coordinating thework of other separately hired consultants, such as exhibit and interpretive planners/designers, with A/E and other disciplines; capacity to work in close coordination with NPS and APVA planning committee, and with other federal, regional, county, state and local agencies and organizations -- such as the Virginia State Historic Preservation Office (SHPO), James City County, Colonial Williamsburg, Jamestown-Yorktown Foundation and Celebration 2007 committees; 3. (20%) Qualifications and experience of the firm/organization in working within a regional context of tourism attractions, historic districts and national and state parks; complying with national state, town/city codes; and dealing with review boards; 4. (20%) Qualifications and experience of the firm/organization in completing projects of this size and complexity within established time frames and budget; 5. (10%) Proximity of lead firm to project site. Preference will be given to lead firms within 150 miles of Jamestown.
