Standards and Technology (NIST) plans to negotiate with Project
Software & Development, Inc. (PSDI), 100 Crosby Drive, Bedford, MA
01730 on a sole source basis, under the authority 41 USC 253(c)(1) and
FAR 6.302-1 (only one responsible source), for Enterprise Asset
Management Software Maintenance and Consulting Services. NIST plans to
issue a Request for Proposal (RFP) to have members of PSDI to work
with members of NIST's Plant Division to analyze the Time and
Attendance and Work Management utilization of PSDI's MAXIMO software
product, which is currently used at NIST. This service is only offered
by PSDI to their customers who are already using their MAXIMO product.
PSDI maintains a staff of resident experts who developed the MAXIMO
software, installers, implementers and trainers who are at the disposal
of the onsite consultant completing the analysis and software changes.
Over the next year, NIST will be adding additional modules to extend
its capabilities. The timing and skills required are resident and
available at PSDI. This is extremely important for the success of the
upgrade and implementation of the new modules. To the Government's
knowledge, no other vendor has access to the core skills and
capabilities needed for this effort. The installation procedures
require an interactive testing and modification process requiring
expert skill in the MAXIMO software. It will require interfaces for the
following software systems: local LAN systems and local LAN based
software, NIST Wide Networks, the NIST MAXIMO database software
(ORACLE7), the Integrated Time and Attendance System, NIST Accounting
Database and NIST Store Room and Acquisition Database. PSDI will be
asked to perform the following consulting services: Provide project
management and coordination in carrying out the full implementation of
the software; Assist Plant Division personnel in carrying out the full
implementation of the software; and Coordination and testing of fully
implemented MAXIMO Enterprise software and integrated programs. The
software maintenance shall include all software upgrades during the
maintenance period as follows: Phone Support Desk, MAXIMO Enterprise
(20 Seat License), Work Manager (5 Seat License), Scheduler (5 Seat
License). The period of performance of this contract will be for a base
period of 12 months with four (4) one year options. The base period
will include only consulting services, and the option years will
include software maintenance for the MAXIMO product, as well as
