Department of Transportation (DOT) Transportation Administration
Service Center (TASC), plans to release a Request for Proposal (RFP) to
provide Value Added Niche Information Technology Services (VANITS) in
ten (10) functional areas and an operational maintenance support area
for developed and deployed systems. The ten functional areas are 1)
Business Intelligence Services -- Data warehouse/data mining solutions
development and technical support; 2) E-commerce Services -- Front end
IT ordering processes development and technical support; 3)
Email/Messaging Services -- Platform and applications development for
services delivery and technical support; 4) Enterprise Resources
Processes Services -- Business management system integration
development and technical support; 5) Remote Maintenance Monitoring
Services -- Remote systems and sensors monitoring, data collection and
technical support; 6) E-Learning -- A spectrum of synchronous,
asynchronous, learning on demand, and server courseware, solutions and
access capabilities; 7) Systems Transition/Migration/Remediation
Services -- Infrastructure and support for moving applications and
systems between and within architectures and environment, post Y2K
remediation for windowing and othe renovation activities; 8) Assistive
Technology Services -- Transforming inaccessible IT
applications/systems to accessible as per Section 508 of the
Rehabilitation Act; 9) Government Financial Systems Services --
Development and modification of Government financial systems and
sub-systems; and 10) Secure Communications Services -- IT
infrastructure security consulting and implementation integrity
support. The Operational Maintenance Support area will be for continued
support for implemented and/or deployed systems and solutions. Awards
of multiple, indefinite-delivery/indefinite- quantity contracts for
each functional area and the operational maintenance support area in
accordance with FAR Part 16.5 are anticipated with specific
requirements to beawarded via task orders issued under the contracts.
This procurement will be a full and open competition with at least 25%
of all awards across the eleven areas to be awarded to qualified small
businesses and/or small disadvantaged businesses. Companies will be
classified as small businesses under SIC Code 7379. Release of the
solicitation is planned for on or about February 24, 2000. The RFP will
be distributed electronically via the Government's electronic posting
Web site at http://www.eps.gov (reference solicitation
DTTS59-00-R-00431 under the Department of Transportation,
Transportation Administrative Service Center). THE GOVERNMENT WILL NOT
DISTRIBUTE HARD COPIES OF THE RFP; DISTRIBUTION WILL ONLY BE DONE VIA
THE AFOREMENTIONED METHOD SO FIRMS SHOULD NOT RESPOND TO THIS NOTICE
BY REQUESTING TO BE PLACED ON A SOLICITATION MAILING LIST. It is
anticipated the RFP and related documents will be provided in Microsoft
Word format. The RFP will have instructions for providing questions and
comments. DOT anticipates that all subsequent solicitation documents
(e.g., amendments to the RFP and responses to questions) will be
disseminated to offerors via the same method. A pre-proposal conference
is planned; details will be provided in the solicitation and/or via an
announcement at the aforementioned Internet site. ATTENTION: Minority,
Women-owned, and Disadvantaged Business Enterprises (DBEs)! The
Department of Transportation (DOT) Short-Term Lending Program (STLP)
offers working capital financing in the form of lines of credit to
finance accounts receivable for transportation related contracts.
